  • 過去品質管理系統相關研究多著重於標準條文差異比對,較少同時考量各項差異所涉及資源需求,因而難以提供組織管理階層有效的資源配置依據。本研究以已運行 ISO 9001:2015多年,並規劃導入IATF 16949:2016之電子製造業個案公司為研究對象,探討組織於有限資源下,如何辨識品質管理系統轉型缺口,並建立改善優先順序。
    本研究採個案研究法,實際參與個案公司品質管理系統轉型。分析ISO 9001:2015與 IATF 16949:2016條文,共辨識出103項差異,並依性質歸納為「擴充要求」、「加嚴要求」及「特有要求」等三類差異類型。其次,建構「轉型差異檢核表」,將標準條文轉化為包含六項內部稽核核心提問,並以稽核結果作為改善項目篩選依據。
    針對篩選後之改善項目,以「認證關鍵性與合規效益」、「合規前置時間」及「組織技術成熟度」三項評估準則評分,評估改善項目的執行優先順序。其中「認證關鍵性與合規效益」依條文屬性分別賦予特有要求、加嚴要求及擴充要求5分、3分及1分,其餘兩項準則依組織資源條件評估,最後以加權得分排序改善項目。個案公司實證結果顯示,特有要求多集中於高分區間。相較之下,加嚴要求與擴充要求涉及既有管理流程之深化與延伸,轉型相對較具挑戰性。
    本研究將品質管理系統轉型由經驗判斷轉化為結合條文差異分類、組織現況診斷、量化評估與改善排序之決策模式,協助組織辨識關鍵轉型缺口、作為改善優先順序與資源配置參考,建立具階段性之轉型推進路徑。除可應用於ISO 9001:2015轉型至IATF 16949:2016,亦可作為其他管理系統標準轉換之決策參考。

    The rapid development of intelligent, electric, and connected vehicles has significantly elevated quality management requirements imposed by global automotive manufacturers on their supply chains. Consequently, achieving certification to IATF 16949:2016 has become an essential prerequisite for suppliers seeking to enter or sustain their positions in the international market. For organizations that have already established an ISO 9001:2015 quality management system, transitioning to IATF 16949:2016 is not a mere documentation expansion or an administrative procedural addition. Instead, it represents a profound organizational transformation involving management philosophy, process control, technical capability, supply chain integration, and cross-functional execution. This study establishes a structured, resource-oriented decision-support framework that integrates managerial clause classification, process-oriented gap identification via the Turtle Diagram concept, and a quantitative weighted prioritization model. By shifting the perspective from static clause compliance to dynamic resource allocation, the framework provides decision-makers with an objective, data-driven roadmap to optimize improvement sequences under constraints of limited time, human resources, and operational capabilities.
