本研究的主要目的在於探討高雄港發展轉運貨櫃市場競爭能力。而本研究所探討的競爭能力包括政府機制、資源、潛能與競爭力。經因素分析後，將政府機制分為「政策與法規」與「政治環境」等兩個因素；資源分為「無形資源」與「有形資源」等兩個因素；潛能分為「人員素質與回應能力」、「行銷能力」、「港埠作業能力」與「財務管理能力」等四個因素。
本研究進一步利用結構方程模式來分析競爭能力間的影響關係，結果發現「政府機制」對「資源」與「潛能」有正向的影響關係，並進而透過「潛能」影響到「競爭力」；而「資源」對「潛能」有正向的影響關係，並進而影響到「競爭力」。然而「政府機制」對「競爭力」間並沒有顯著性的影響關係；「資源」對「競爭力」間亦沒有顯著性的影響關係，而「潛能」對「競爭力」間具有顯著性的影響關係，據此結果可知「潛能」對「政府機制」與「競爭力」間具有完全中介效果，對「資源」與「競爭力」間亦具有完全中介效果，而資源對「政府機制」與「競爭力」間則具有部分中介效果。本研究將根據所得到的結果與建議，提供港務相關單位參考。

This study aims to examine competitive capabilities of container transshipment market and its impact on competitiveness for port of Kaohsiung. Competitive capabilities including government institution, resource, capability and competitiveness. Based on a factor analysis, two government institution dimensions were identified, namely policies and regulations and political environment. Resource can be identified into two factors, intangible resource and tangible resource, whereas capability can be identified into four factors, personnel quality and response capability, marketing capability, ports operational capability and financial management capability.
A structural equation modeling (SEM) approach was used to test the research hypotheses.The result revealed that government institution had a positive effect on resource and capability, and resource had a positive effect on capability. In addition, it also indicated that competitive had a positive relationship with competitiveness. However, the relationship between government institution and competitiveness; resource and competitiveness were not statistically significant. Furthermore, the government institution and resource had an indirect effect on competitiveness via capability.
