本研究的研究類型是屬於「治理理論」的應用層次，特別是針對政府決策如何形塑產業政策方面，探索其對於我國近十年電信產業發展之影響，主要討論的議題有治理理論的相關介紹與整合、各國電信發展過程的簡單介紹、電信產業發展與自由化過程，中華電信寡占地位之特殊現象，以及電信治理結構如何影響及其轉型過程等。
本研究採用近年來頗受重視的「治理理論」與Robert Wade針對東亞國家經濟發展情況所提出的「治理市場理論」兩種理論。經過研究後發現我國存在於所謂的「電信治理結構」，而且我國電信治理理論結構模型還歷經從層級體制轉型到市場的過程，同時再根據1996年前後的政府政策與電信組織之轉變，電信法規與電信產業之變遷，明確的發現我國電信產業發展受到政府限制極為明顯，並歸納出九點電信治理結構與其轉型對於我國電信產業與環境之影響。
本文最後透過「善治」與「公共利益」兩種概念的聯接，針對我國電信未來發展的電信產業市場競爭、政府及電信管理機關、消費者與一般民眾、法規與政策規範四個層次，提出十六點相關建議。

This research belongs to the pragmatic level of Governance Theory and specially focuses on how the governmental decision forms the industrial policy. By analyzing the development of Taiwan Telecommunication and its impact in recent ten years, the main issues are the related introduction and synthesis of governance theory, the brief description of the telecommunication process of different countries, the development of telecommunication and its liberalization, the oligopoly position of Chunghwa Telecom in Taiwan, and how influence of Governance Structure and its process of transformation.
In this research, I apply governance theory which attracts the public intention recently and together with the Governing the Market Theory of Robert Wade —Wade proposes this unique theory from his observation of the economic growth of the countries in east Asia area. After deep investigation, it turns out that the situation of Taiwan situates in the so-called Telecommunication Governance Structure; moreover, its mode transfers from a hierarchal structure to a market one. Also, according to the change of Governmental policy, telecommunication composition, telecom law and telecom industry before and after 1996, one finds out clearly that the development of Taiwan’s telecommunication industry is limited by the government and nine points are exposed to analyze the influence of telecommunication governance structure and its transformation upon Taiwan’s telecommunication industry and environment.
The last part of this research connects the two concepts—Good Governance and Public Interest and proposes sixteen related suggestions, ranging from four major levels: the future development of telecommunication industry competition, the government and telecommunication administration, the consumer and the public, and finally the ordinance and the policy regulation.
