自從蘇聯瓦解，東德和波蘭共黨政權垮台以來，社會主義國家的經濟政策已經逐漸由「計畫經濟」逐步趨向「巿場經濟」體制發展，寮國也不例外地進行經濟改革。基本上，寮國之改革開放政策遵循著中共與越南「摸石頭過河」的「漸進式」（gradualism）經濟改革策略，有別於俄羅斯的激進「震盪療法」（shock therapy）的發展策峈。於一九八六年開始採取改革開放政策，至今將近有二十一年發展時間，究竟寮國邁向巿場經濟發展的過程為何，值得進一步研究。

　　本文嘗試以社會主義國家經濟改革模型，來分析寮國經濟改革的發展，並將寮國經濟改革過程分為三個階段，：即一九八一年傳統殖民經濟、一九八一年至一九八五年社會主義計劃經濟時期、一九八六年到二０００年經濟發展政策的調整，焦點著重於一九八六年開始的「新經濟計劃」對寮國邁向市場經濟的影響。因此，本文的研究分析途徑將整合政治和經濟，並從歷史的角度出發，分別探討在不同階段下之寮國政治與經濟互動的模式，並將其過桯、策略和結果加以比較，最後再對寮國末來經濟發展提出整體評估和政策建議。來探討寮國的政治結構與經濟改革之過程和發展，以及如何逐漸邁向市場經濟。

　　Over the past years, a certain number of socialist countries have engaged in radical reform, which main objective is to transform the socialist economy into a market economy. Laos’ government has also tried to precede its economic reform. Basically, Laos’ reform policies are defined as a form of “gradualism”, in line with Mainland China and Vietnam, which adopts the gradual reformation policies. It’s totally different from the form of shock therapy reform, which is a kind of reformation policies taken by Russian. Twenty-one years have passed then should permit a more definite evaluation of the economics of transition in the country. This essay will examine how the Laos’ government governs and transforms the market mechanism from socialist economy system to market-oriented economic system.

　　This thesis applies the model of socio-economic changes and studies the development of Laos’ Economic reforms, especially with the emphasis on influence of the ”New Economic Mechanism” which began to carry out in 1986. The year of 1986is considered as the crucial point for Laos’ economy reform changing from socialism market to market-based economy. Besides, it will also adopt the approach of political economy and historical-structural method to analyze the reaction of Laos’ politics and economy. Finally, this thesis will illustrate the mechanisms of market transformation and explore how the change of political structure and economic reformation affect the way to market-based economy.
