健康城市概念的引入,讓我們重新思考都市發展的未來,健康社區的概念與台灣推行的社區總體營造理念相似,不管從何種議題切入,其成效必須提升社區整體價值,也就是同時提昇社區資本(人力、社會、生態、經濟)。本研究關注的重點在於以健康議題切入的社區健康環境營造,如何提昇環境外的社區資本。
本研究以2004年的台南市「健康環境與空間營造計畫」推動與成果為討論案例。藉由 Trevor Hancock的社區資本概念,加上相關文獻,發展各資本的相關要素,形成「社區資本要素架構」。並將此架構作為案例討論的依據,探討此案例在社區資本的提升情形。
本研究由社區資本要素發展四項資本的評估方式,讓社區可自行評估社區資本,以資本要素對應相關指標與本案例的操作建構評估項目與方法。各項評估項目視為社區操作的參考依據,社區可依社區特質去思考如何提升這些要素。期望社區從本研究歸納的「社區資本評估方式」結合其執行經驗與參考相關案例發展自有的操作方式。最後提出對社區環境營造計畫的內容與程序的建議。
The introduction of the concept of healthy cities casts a new light on the future of the city. The concept of healthy communities developed worldwide is similar to community empowerment program promoted over the past decade in Taiwan. No matter what issue we start from, the results of community projects should promote the whole communities’ value, that is, to build all four forms of community capital (human, social, ecological and economic capital) simultaneously. The aim of this research is to understand how the environment improvement project for healthy communities can help increase other capitals other than the environment capital if we start with the healthy issues.
This research examined 11 community projects developed under “Tainan’s Program of Improving Healthy Environment and Space”, 2004. A set of community capital “factors” are developed, based on Trevor Hancock’s concept of community capital and related literature, for detailed investigation of capitals developed in the examined projects.
A series of indicators and criteria are further developed aiming at evaluating the four capitals with more objective tool that local communities can employ. Suggestions are proposed regarding necessary changes to the content and process of most environment improvement projects at local communities, so that better environment as well as increase in other capitals can be achieved.
