高雄市作為台灣南部重要的經濟與產業重鎮,近年來積極推動半導體產業的發展,期望透過政策支持與創新資源整合,提升區域經濟韌性與產業競爭力。本研究以區域創新系統理論為核心,深入探討地方政府與學術研究機構協同效應,對產業創新與競爭力的影響,並關注高雄市政府的政策措施,是否能有效滿足產業需求,識別政策與實際需求存在的落差。
本研究採用深度訪談與SWOT分析法,自2025年6月到8月,對產官學十名核心行動者,進行半結構式訪談,旨在逐步建構一個全面的創新生態分析框架。本研究結果顯示:1.地方政府基礎建設等措施,成功吸引投資,惟資源集中於大型企業與中小型企業兩端,系統呈現非均衡特徵。2.學術研究機構雖具備研發能量,但缺乏標準化智財協議,且資源分配不均,限制集體學習成效。3.在供應鏈協作部分,指標型企業展現強大的外部嵌入性,惟地方政府全球連結能力仍待強化。研究發現高雄創新生態系統呈現「結構優勢明確、系統韌性不足」特徵,導致創新效益集中於少數指標型企業。研究提出三大核心方針:制度化治理、資源普惠化與人才永續循環,作為問題的解方。期待能助力高雄市政府優化政策、促進創新,鞏固高雄市在全球半導體產業鏈中的地位與競爭優勢。
As a Southern Taiwan industrial hub, Kaohsiung City proactively develops its semiconductor industry to bolster regional economic resilience and competitiveness via policy support and resource integration. The success of such industrial transformation relies heavily on the dynamic alignment between policy frameworks and technological capabilities. Grounded in Regional Innovation System (RIS) theory, this study explores synergistic effects between local government and academia, identifying gaps between policy measures and industry demands.
Utilizing in-depth interviews and SWOT analysis, the research engaged ten core industry, government, and academia actors (June–August 2025) to construct an innovation ecosystem framework. These strategic stakeholders were selected to provide a multi-dimensional perspective on the regional supply chain and policy environment. Findings indicate: (1) investment-attracting measures show an imbalanced system, with resources disproportionately concentrated in flagship firms and SMEs; (2) academic R&D capabilities are constrained by a lack of standardized IP protocols and uneven resource allocation, limiting collective learning; (3) flagship firms exhibit robust external embeddedness, yet insufficient government global connectivity hinders overall competitiveness.
Characterized by "clear structural advantages but insufficient systemic resilience," Kaohsiung's ecosystem concentrates benefits within few enterprises. This systemic imbalance highlights the critical need for more inclusive resource distribution mechanisms. Consequently, the study proposes three strategic pillars—institutionalized governance, resource inclusivity, and sustainable talent circulation—to optimize policy and consolidate Kaohsiung’s competitive advantage within the global semiconductor value chain. These proposed strategies aim to provide a practical roadmap for achieving a more balanced and resilient innovation ecosystem.
