鄰近於新營市火車站之新營糖廠於2000年結束營業，本工業區由盛而衰的過程在它的週圍產生很多都市問題，縣政府評估本地區必須進行都市更新urban renew，並取得必要的公共設施用地。經分析區內仍保存五分車鐵道及歷史建物，廣達30公頃的基地規模，足以發展成一個適合步行、多樣性、混合使用、小街廓開發的都市更新地區
本研究描述一個運用新都市主義手法所做的都市更新，不但一個經濟有利潤的開發概念，對整體都市發展來說，更可達到抑制都市蔓延、減少對私人運具的依賴，使基地的開放空間成為一個友善的步行空間。

The Sinying Sugar factory located around Sinying train station was closed in 2000. It has caused lots of urban problems with the decline of the industrial park. After a prudent evaluation, local government determined to carry out an urban renewal in the area and also obtain the relevant land for public facilities.
The site still keeps railroad remains for sugar transportation and historical buildings in it. With the scale of 30 hectares, the site is sufficient to develop an urban renewal that is fit for walking, diversity, mix-used and short blocks.
The research proves that an urban renewal based on new urbanism method is not only profitable but also good for urban development. It will control urban development, reduce the dependence on private vehicles, and recreate the public space as a friendly walking area.
