  • 在全球溫度增高、溫室效應增加的情況下,全世界都在注意如何改善此
    一狀況,而臺南市目前正極力推行低碳政策以紓緩對環境造成的損害以及提
    升臺南市居民的生活品質。現階段的臺南市的運輸問題有道路擁擠、運輸服
    務不足等情況的發生,而因應此情況而生的是,臺南市市民私有汽機車比例
    相對高出不少,也加速環境的破壞。因此,本研究主要針對臺南市的綠色運
    輸進行發展策略研究。
    本研究係以改善臺南市綠色運輸發展為目標,藉由蒐集文獻、SWOT 分
    析、結合 TOWS 矩陣,並以發放專家問卷之方式,透過層級分析法進行策略
    之重要性排序,以獲得發展策略執行之先後順序。接著更進一步的透過模糊
    德爾菲法中的 Max-Min 法以及模糊積分運算以求得各發展策略的預測年,使
    本研究能透過策略的時間排程,使各策略更符合實務所需。
    本研究透過五項策略目標,以進一步篩選出二十項改善臺南市綠色運輸
    發展之發展策略。結果顯示,整體專家認為策略目標依重要性排序為以下:「可
    靠」、「優質」、「無縫網路」、「環保」以及「公義」。而最需優先執行的五項
    展策略依序為:「推動公車捷運化(六條幹線公車)」、「改善市區公車行駛路線,
    使其截彎取直」、「建置轉運中心,推行大眾運輸無縫接駁」、「以智慧型站牌
    改善現有站牌、候車環境」、「建立先進大眾運輸系統(APTS)」。以期透過上
    述之分析,作為相關單位參考之依據。

    In the case of global temperature increased and the greenhouse effect. The whole world is paying attention to improve this situation. Tainan city is striving to
    promote low-carbon policies to slow down the damage caused and enhance the liability of Tainan’s residents. At this stage, the transport problem in Tainan city includes congested roads and lack of transportation services. Furthermore, the ownership of private vehicle in Tainan is relatively higher. Therefore, this research focuses on the development strategies of green transportation in Tainan.

    In this research, using literature collecting, SWOT analysis, TOWS matrix, and expert questionnaire to find out the development strategies of green transportation in Tainan city. Then, analyze the sequence of the strategies by Analytic Hierarchy Process (AHP). In the end, figure out the forecast year of development strategies through the Max-Min method and fuzzy integration. Furthermore, make the strategies more appropriate with the actual requirement.

    In this research, through five strategic objectives to further screen twenty strategies to improve Tainan City’s green transport development. The results show that, overall experts believe that the following strategic objectives in accordance with the order of importance: "reliable service", "great service", "networked service", "environmental service" and "equitable service". The highest priority to the implementation of the five development strategies: promote bus rapid transit (six route bus)", "to improve the city bus driving route, making it straightened", "build a transit center, implementation of public transportation seamless network "," to improve the existing stop sign, and waiting environment by smart stop sign"," to establish advanced public transportation systems (APTS).Through the
    above analysis, as to provide the relevant units some reference basis.
