  • 隨著時間、空間、社會環境的快速改變,從歐洲興起的歷史建築保存概念,為了因應時代的變遷,改變了原本保存(Preservation)的概念,近而使用維護(Conservation)的概念進行文化遺產的管理,而維護對象也從從遺產本體的保存擴大到與其相關之文物以及地景環境。這樣的維護管理機制興起了文化觀光的熱潮以及帶來了經濟學對於文化遺產之探討。由於台灣未屬於聯合國成員之一,未能參與許多相關重大國際憲章之規範以及討論,相對來說在文化遺產維護上喪失許多與國際交流的機會。從文化遺產本身維護基礎來看,文化遺產本身維護所需花費龐大,從國內外案例皆顯示出大多數文化遺產皆由政府或者民間私人專屬機構管理。然而對政府來說,管理為數眾多的文化遺產所需之行政人事以及財務負擔相當龐大。2001年頒布的<促進民間參與公共建設法>,由法令規章提供了七種委外經營模式讓民間參與經營管理政府事業。而從2001年開始累積的個案當中,顯示了古蹟活化過程中當經營者欲達成經營目標常常使得文化遺產活化之後被蒙上過多的商業氣息,抹煞了最初進行古蹟活化的目的。有越來越多個案顯示出文化遺產維護的兩難問題,也因為文化遺產之相關用詞使用不夠嚴謹,且民眾認知不夠,在1982年頒布<文化資產保存法>之後仍存在著概念上的混亂。 其中在歷史建築或古蹟活化案例中較常使用ROT以及OT兩種委外經營模式。

    本研究探討個案範圍歸屬國家公園管轄,在<國家公園法>的規範之下,園區內文化遺產利用法定國家公園事業之規定,採用委外經營方式進行園區內文化遺產活化,因此藉由金門國家公園園區內各聚落中歷史建築的文化遺產活化案例,使用個案研究以及利害關係人之深度訪談深入探討描繪金門國家公園內文化遺產活化之背景、過程以及其動態關係架構。研究指出,金門國家公園園區內文化遺產活化制度始於國家政策面的配合以及一定數量的修復程度,從1995年至2011年可被區分為四個階段性發展。從文化遺產活化階段性分展過程中制度的演變可以發現到,文化遺產管理並非只是由上而下的管理模式,其中許多制度的變遷是由相關利害關係人所引發提出改變,且發現利害關係人擁有多重角色。研究根據文化遺產活化過程以及現況分別指出利害關係人之間溝通橋梁的建立以及資源平台整合的重要性,提出作為未來文化遺產管理文化永續經營之建議。

    Through the fast change of time, space and social environment, the concept of historical building preservation from Europe also changes with time which changes from the concept of “preservation” to “conservation”to preceed the regeneration and management of heritages. Also the scope of the conservation objects broden from the heritage itself to the related historical objects, intangible heritage and the surround environment. The conservation machanism brings tourism booms to the heritage sites and attracts economists interest in the debate of culture and economics. In Taiwan, excluded from United Nations and other organizations made it a pity to absence in many important international heritage meetings which lead to the less chances of the interaction with the World. From the fundamental perspective of the restoration of cultural heritage itself, most of the cultural heritages are managed by government or private organization which the restoration and management costs a part of the finance expences. Therefore the propose of ”Law for promotion of private participation in infrastructure projects”(促進民間參與公共建設法)encourage private sectors to participate and manage government constructions which provide 7 models to conduct outsourcing. Among which, the regeneration of monument or historical buildings often use the ROT and OT model. Started from Lin An-Tai event, there are more and more cases reveals the contridiction between development and conservation.Also the used terms are not careful to address to concept of heritage in chiness. Both all revealed the need of the legislation of cultural heritage that the government proposed the“Cultural Heritage Preservation Act”(文化資產保存法) in 1982.

    The research cultural heritage area is in the range of Kin-Men National Park which under the regulation of “ National Park Act” that the cultural heritage can be used by National Park Concession. Applied the outsourcing approach to conduct the cultural heritage regeneration also promote the local industries. Through case study and in-depth interview, this study illustrate a dynamic regeneration structure in Kin-Men National Park which summarized the evoluation of cultural heritage into 4 development stages. And from the evoluation of institunal changes, it reavels the button-up change power is stronger enough to change the institution which usually regulated from top- down government unit. In sum, according to the evoluation process and status, the research suggeste to improve the communication channels between each stakeholders and integrate resources for the the future cultural heritage sustainable management.
