  • 隨著數位經濟時代的來臨及資訊科技的發展,全球化的趨勢亦臻明顯,而且促使全球顧客對產品之需求更趨多元化與變異性,使得速度與彈性乃成為成功的競爭者必備的基本要素。因此,也使得國際專業分工加速形成潮流,而對於正致力於發展高附加價值的知識及創意產業的台灣企業而言,面對國際專業分工下的策略外包趨勢,尤顯示出全球化與國際專業分工兩大議題的重要性。本研究即在於探討21世紀的全球化風潮,為台灣及全球企業所帶來在體制、文化、策略方面的變遷。而且國際專業分工的策略外包模式,也使得企業必須面對國際人力派遣的內部人力資源管理,及外部企業社會責任議題的挑戰。本研究先結合資訊科技發展與全球化的四個驅動力:市場、經濟、競爭、政府,再以個案研究法,探討出全球運籌中心模式與國際人力資源管理的派遣問題。隨後再利用系統動態學的因果回饋環路,經由全球化對國際產業分工體制、文化、策略變遷的影響,探討國際產業分工的策略與企業社會責任。本研究發現國際派任能否成功的重要基礎,在於組織有無一套良善的生涯發展機制,可對員工在國際派任之前有所承諾、在國際派任之中有所支援、在國際派任之後有所安排。本研究另外也發現,若就企業營利及社會服務兩方面而言,與消費者行為的良好配合是建立在「情」的基礎上,消費者行為主要扮演需求者及受關懷者的角色;完整良善的企業策略及制度是建立在「理」的基礎上,企業策略主要扮演供給者及慈善者的角色;公共政策所建立的法令規範則建立在「法」的基礎上,公共政策主要扮演引導者及規範者的角色。

    The development of information technology propels the trend of globalization in digital economy; the customer demand for product variety also increases. Agility and flexibility now become essential components towards successful competition with the trend of global collaboration. For Taiwanese enterprises striving to promote knowledge management strategic subcontracting on a worldwide level reveals the importance of globalization and collaboration.
    This study aims to investigate the trend of globalization in order to evaluate the impacts towards enterprise systems, culture, and strategies commonly employed by enterprises in Taiwan. Furthermore, the strategic subcontracting model for the global collaboration also compels enterprises to reform their human resource management in terms of international dispatch in order to face issues regarding external social responsibilities. Four driving forces derived from information technological development and globalization are combined, which include market, economy, competition, and government, with case analysis to investigate the dispatch issues associated with global logistics center and logistics of international human resource.
    Moreover, it employs a causal feedback loop of system dynamics to explore the strategies for global collaboration among industries and to investigate how social responsibilities are affected by the intricacies that occur between globalization and collaboration. Results reveal that the success of international dispatch relies on a well-developed career development mechanism which gives commitment to employees prior to dispatching, supports them while they are on duty, and arranges their work properly upon completion of their dispatching duties. In addition, with respect to profits and social services, the fit between these two aspects and consumer behavior is grounded in “affection.” Consumers play the role of demanders and care receivers. Well-established strategies and systems are based on “rationality,” where enterprises mainly play the part of suppliers and philanthropists. The norms for public policies are built upon “law,” where public polices primarily serve leadership roles and as norm regulators.
