依據臺南市事故統計資料顯示,歷年來之交通事故約有50%左右發生於交岔路口,又在交岔路口發生之事故中,約有54%是在號誌化交岔路口發生(非閃光號誌),顯示號誌化路口之安全,雖有三色號誌管制,但事故發生率仍偏高,值得重視。開放紅燈右轉議題,在近年反怠速及環保意識盛行下,被熱烈討論。因開放紅燈右轉會增加右轉車流與綠燈直行車流、行人之衝突,可能使交通事故增加,但以效率立場而言,開放紅燈右轉在部分車流量較小路口,確實可在維護安全之前提下,增進行車效率。
目前交通部運輸研究所對路口特徵,定有單向車道數、行人交通量、交通流量等8項評估標準,據以擬定開放紅燈右轉的標準;臺南市交通處亦採取原則禁止、例外開放紅燈右轉之態度。臺南市全市約有1300處號誌路口,其中三色號誌路口約有800餘處。若以增設紅燈右轉號誌方式,開放汽、機車紅燈右轉者,預計可增加9處路口,若僅以機慢車紅燈右轉為考量,則可開放有122處路口,而目前南部縣市中,機車占機動車輛種總數約為70%,即使僅開放機車紅燈右轉,亦可對效率促進有極大幫助。
為了了解開放機車紅燈右轉對交通所造成的影響,在不影響交通安全的前提下,找出科學化評估標準,透過評估路口的安全績效指標,建立臺南市不同類型路口、交通量,開放機車紅燈右轉之準則,提供政府作為開放機慢車紅燈右轉之評估標準與參考。
本研究在學術上,改良交通衝突期望理論,將機慢車優先道與交通法規之限制納入,以評估臺南市在開放機車紅燈右轉之可能性及建立評估流程。在實務上,結合交通衝突期望值理論,估算臺南市不同類型路口的衝突期望值,並設定衝突量期望值開放標準,以開放標準選擇可開放紅燈右轉之路口類型,提供政府交通政策之參考。
According to the statistical data of accident in Tainan City over the years, about 50% of traffic accidents take place at the intersections. Among these accidents, there are about 54% taking place at the signalized intersections (not those with flashlight signals). This indicates even though the regulation of traffic lights, the probability of accident occurrence is still very high. Therefore, the safety of signalized intersection is deserved to receive some attention. With the prevalence of anti-idling and environmental consciousness in recent years, the issue about opening the right turn on the red light has been under intense discussion. However, opening right turn on red light would increase the conflict between right-turn traffic flow and straight traffic flow on green.Nevertheless, for the respect of efficiency, opening right turn on red could indeed, under the premise of safety, improve traffic flow in some intersections with small traffic flow.
The current 8 evaluation standards released by Ministry Of Transportation And Communications include the number of one way traffic, pedestrian flow, traffic flow and so forth. The standard for opening right turn on the red light would be drawn up based on these 8 principles. Department of Transportation in Tainan City also holds the attitude of prohibiting or opening right turn on the red light for exception. There are around 1300 signalized intersections in the whole Tainan City; among those intersections, there are about 800 ones with traffic lights. If the additional establishment of right-turn signals and the opening of right turn for motorveihcles are accepted, it is estimated to have 9 new intersections; if it is only the right turn for motorcycles that under consideration, there will be 122 new intersections. To date, in Tainan City and Tainan County, motorcycles occupy around 70% of overall number of motorveihcles. Therefore, opening right turn only for motorcycles will also dramatically improve traffic efficiency.
In order to explore the influence of opening right turn on red light for motorcycles on the traffic, under the premise of not affecting traffic safety, this study finds a scientific evaluation standard and adopts the safety performance index of intersection to establish the principles for different intersections, traffic flow, opening of right turn on red light in Tainan City. These principles can provide the government for evaluation and reference of opening right turn for motorcycles.
In the respect of academy, this study improves the expected value of traffic conflict and takes the exclusive motorcycles lane and regulation limitations for consideration to revise the use of expected value theory. In doing so, it aims to explore the possibilities of opening right turn on red light for motorcycles and establishment of evaluation standard. In the practices, this study combines the expected value theory of traffic conflict to estimate the threshold expected value of conflict for different intersections and then based on threshold value, to choose those suitable for right turn on red light for the government’s reference in traffic policy making.
