本研究旨在探討統包模式應用於醫院工程之適切性。鑒於醫院工程具備高度複雜性、專業性與需求動態變化等特性，相較於一般建築項目，統包模式在此領域的應用仍存有諸多爭議與限制。本研究目的在於深入分析統包模式在醫療建築項目中，於工程進度、品質控制、醫療需求滿足、成本管理及風險控制等方面所面臨之挑戰，並分析統包模式在醫院工程中的優劣勢、實務挑戰與關鍵成功與失敗因素。
研究方法採質性研究，主要透過文獻回顧、案例分析及深度專家訪談進行資料蒐集與分析。訪談對象涵蓋主辦機關、工程顧問公司、建築師事務所及營造廠等具15年以上醫院工程經驗之專家。研究範圍聚焦於臺灣醫院之新建工程，預算逾10億元、床數達300床以上之高複雜度醫療建築，並從設計整合、施工管理及專案控制三大面向切入。
研究結果顯示，儘管統包模式在一般建築工程中能有效縮短工期、降低成本並簡化管理流程等優勢，但在醫院工程實務中，其固定合約本質常與高度變動的需求產生衝突，造成難以充分發揮效益。主要挑戰包括初期需求不明確、統包團隊與機關對統包需求書內容認知落差，以及需求變更頻繁、履約爭議增加、成本超支及工期延宕等問題引發爭議，此為影響統包效益與滿意度的主要因素。
結論指出，統包模式在醫院工程中呈現「條件性適用」，其成功與否高度依賴於專案初期需求明確化程度、完善的變更管理機制，以及各方利害關係人專業協同與溝通效率。基於上述本研究提出一系列提升醫院工程管理效率與品質的實務建議，並就政策與法規層面提出改進措施。期盼本研究能為醫院工程採用統包模式提供反思與調整方向，亦為未來醫院工程專案之決策與執行提供具體參考，以期提升專案成功率。

This study investigates the appropriateness of adopting the turnkey model for hospital construction projects. Due to the high complexity, specialization, and dynamic nature of hospital needs, the application of the turnkey model in this field is often controversial. The research aims to analyze the challenges of using the turnkey model in medical architecture concerning project schedule, quality control, fulfillment of medical needs, cost management, and risk control. The methodology employs a qualitative approach, primarily through literature review, case studies, and in depth expert interviews. The results indicate that while the turnkey model offers advantages in general construction, its fixed-price nature often conflicts with the highly variable requirements of hospital projects, leading to disputes over undefined initial needs, frequent design changes, cost overruns, and schedule delays. The study concludes that the turnkey model is "conditionally appropriate" for hospital projects, with success highly dependent on the clarity of initial requirements, robust change management mechanisms, and effective professional collaboration among stakeholders. This research provides practical recommendations and policy adjustments to enhance project success rates in this field.
