  • 人力派遣公司提供人才給予企業協助處理緊急訂單,這樣的方式類似傳統供應鏈,其差別僅在於傳統供應鏈是以原物料為供應對象,而人力派遣則是以人力為供應對象。因此傳統供應鏈中所遇到的問題,在人力派遣產業中也是時有所聞。本研究之研究目的為探討人力派遣公司與企業間是否有夥伴關係的存在。
    本研究之研究對象是人力派遣公司與企業,運用個案研究方法,透過深度訪談的方式,訪問使用派遣勞工的部門主管、人事部門以及人力派遣公司的業務承辦人員共十名。本研究之研究結果發現下列二點:
    1.人力派遣公司與企業的夥伴關係近似型二夥伴關係,但在關係的建立上,企業有較強的主導權。
    2.人力派遣公司與企業彼此存在有夥伴關係時,可增加企業在工作流程上的順暢度,並加速企業處理大量訂單的出貨狀況。
    本研究之研究結論建議有以下兩點:
    1.企業與人力派遣公司的考量應儘量避免以可見成本做為首要考量,造成短期看似獲利,長期下來卻導致自身無法擁有較佳的合作夥伴。
    2.由於企業與人力派遣公司互動初期會訂定合約,因此,政府應盡速制訂派遣相關的法令,使人力運作中的三方都得到保障。

    Temporary employment is similar to a normal supply chain. The difference between temporary employment and normal supply chain is that temporary employment uses human beings as the product between provider and supplier. Issues raised from the relationship in a normal supply chain would be also raised from the relationship in temporary employment. Therefore, objective of this research is to explore whether there is a partnership relation between the company and its temporary employment agencies.
    Research method deployed in this study is case study. Data are collected through in-depth interviewing 9 employees who are working in an organization and 1 employee who is working at the temporary employment agency and responsible for the arrangement of temporary employees requested by the organization. Results of the study found that partnership between organization and temporary employment is similar to Type II Partnership. It is also found that partnership relation between temporary employment agency and organization helps the organization processing its task arrangement more fluently and speeding its productivity while dealing with a large number of orders.
    Findings of this study suggest that while organization is looking for cooperating with a temporary employee agency, its primary concern should not be on short-term cost efficiency but on the long-term proper service provided by the agency. Findings of this study also showed that the organization and temporary agency use contract to build the initial cooperating relationships. Therefore, the study suggests that legislation about temporary employment serving as a base for contracting between an organization and its temporary employment agencies is urgent.
