航、遙測技術與地理資訊系統技術之整合,應用於自然資源經營管理已趨成熟階段,國內外均廣泛運用於土地管理、農業、林業、水資源、環境保護、氣象、漁業、海洋科學及地質調查等方向。隨著經濟發展及社會變遷,土地利用型態也日趨複雜,對自然環境的破壞及土地資源的不當使用情形也日趨嚴重。台灣地區地狹人稠,如何全面掌握國家的土地利用現狀,有效地運用與管理土地資源,制定完善且有效率的施政方針,以達到國土永續經營及合理利用之目的,實為政府部門須努力之方向。
土地利用變遷研究的基礎數據資料是來自於不同時期的土地利用調查圖資,這些圖資包含各種圖籍、影像和屬性資料等,不但複雜且數量龐大,因此對於這些資料的分析和處理需要一系列技術方法,其中衛星遙測(RS,Remote Sensing)和地理資訊系統(GIS)已成為土地利用變遷研究方法體系中的重要技術支撐部分。
本研究之目的在於希望藉由衛星影像之大範圍偵測與即時性監控的特性,具有快速掌握國土現況及動態變化的能力,針對選定的研究區域以適當尺度之衛星影像進行自動化判釋的評估,作為獲取國土利用調查基本數據源的方法。此外,若透過多時期已完成影像判釋的衛星影像之間進行相互比對,再進行國土利用變遷調查,以瞭解研究地區中之土地利用的變遷趨勢。最後將提出提高判釋精度的方式及對影像自動判釋方法提出應用之建議。
The integration of sail, telemetering technique and geography information system technique, apply to manage at the natural resource management have already tended a mature stage, all and extensively is made use of in directions, such as management, agriculture, forestry, water resource, environmental protection, meteorology, fishery, ocean science in the land and geology inquisition...etc. at home and abroad.。
Develop along with the economy and the society change, the land makes use of a type also gradually complicated, break natural environment and land resource of not appropriate use situation also gradually serious. The Taiwanese region is crowded, how control a national land to make use of present condition completely, availably make use of and manage a land resource, draw up perfect and efficient administration policy to reach the purpose of the national territory everlasting management and reasonable exploitation, in really the government section must make great effort of direction.
The land makes use of change research of the foundation data come from a not contemporaneous land to make use of inquisition diagram to support, these diagram properties include various diagram book, image and attribute data etc., not only complicated and the amount is huge, so need a series of technique method to analysis and processing of these datas, among them, satellite telemetering(RS, Remote Sensing) and geography information system(GIS) have already become land exploitation a change a research an important technique within method system to prop up part.
The purpose of this research lies in the characteristic which hopes to detect to supervise and control with instant sex by the big scope of satellite image, having quickly ability of controling the national territory current conditions and dynamic state variety, aiming at to make selection of research district with the satellite image of appropriate dimensions carry on automation to judge to release of valuation, conduct and actions obtain the national territory exploitation investigates a basic data source of method. In addition, if through have another the period has already completed image to judge to release of the of satellite image carry on mutually compare to, again carry on national territory exploitation a change inquisition to understand research region in it the land make use of of change trend. Will put forward an exaltation to judge a way of releasing the accuracy and automatically judge to release a method to put forward an applied suggestion to the image at last.
