過去五年中，在東南亞的開發中國家¬-印尼，於行動電話用戶數上已大幅成長一倍。在印尼共有十家行動服務業者，用戶數從2006年的6千5百萬，在2008年快速成長至1億1千8百萬。本篇研究的目的在於分析印尼電信產業中所面臨的挑戰，特別針對正崛起的行動電話服務。此篇論文亦企圖找出推出行動電話服務的成功策略。從這個研究的結果我們可得知，全部十家的行動服務提供業者，產生一個有效競爭的市場環境。如此激烈的競爭導致了價格戰的出現，也因此造成在印尼的行動用戶數快速成長。

Indonesia as a developing country in Southeast Asia has dramatically succeeded in doubled their number of mobile phone subscribers in the past five years. With ten mobile phone service providers, the number of subscribers doubled from 65 million in 2006 to 118 million in 2008. The objective of this paper is to analyze the challenges that faced by Indonesia’s telecommunications industry, particularly in developing mobile phone service. This paper also attempts to find out the success strategies of rolling out the mobile phone service. From this research, we find that the total of ten service providers competing in the mobile phone market leads to an effectively competitive environment. The fierce competition caused a price war that resulted in rapid growth of mobile phone subscribers in Indonesia.
