近幾年中國不斷強化其在東南亞地區的影響力，使東南亞各國無不與中國有所互動，不論是政治上、經濟上或是軍事上，在此種互動下，中國易被視為此關係中的主導者、強勢者。不過確實從鄧小平改革開放後，雖中國向東南亞與世界宣示其是以「和平」、「睦鄰」之作為與態度融入國際社會，但從諸多國際關係互動上無不發現中國欲逐漸掌握主導權之意圖與野心。然而，雖然如此，中國在全球化牽一髮動全身之發展趨勢下仍是不得不對他國進行談判與妥協，又加上習近平極力成就其具有宏大野心的「一帶一路」戰略，而東南亞地區又是其戰略的首經之地，使中國勢必要對於其他行為者有所退讓與採取合作，無法在此發展潮流下的國際社會中靠自身的單打獨鬥來闖出一片天，中國需要盟友的支持與幫助這點無庸置疑。而東南亞地區正處於國家發展之階段，需要大量之資金與技術給予支援，具有發展中國家經驗與大量過剩資源的中國正是東南亞國家的極佳選項與幫助者。在雙邊各取所需、不得不的情況下，亦形成相似於美國學者Keohane與Nye所定義討論之「互賴關係」。而本文將選取對於「一帶一路」具有示範工程意義之印尼雅萬高鐵作為個案進行分析討論，並以個案探討為基礎對互賴理論進行理論層面之討論與建議。

SUMMARY
Since Deng Xiaoping’s reform policy in 1978, China’s economy has achieved rapid growth. With accumulated economic strength, China has increased its national strength and shapes a new power in international stage. China’s international influence soared and its influence continues to increase especially in its neighboring place – Southeast Asia. Therefore, China’s economic diplomacy in those countries has become more and more strong and intense. Nevertheless, China still need to swallow its pride and do what’s necessary. In this globalising world, every actor must cooperate with each other. Of course Southeast Asia also have to do it and they need it to promote their national development urgently. Through the cooperation of each other to achieve their interest and keeping their safey. And American scholars Keohane and Nye called this situation as “interdependence relations”. In this study, writer choose the cooperation of China and Indonesia as case study and use “Interdependence Theory” as the theoretic base of this. Analyze it and try to make recommendations for the future development of China’s diplomatic strategy.
