  • 面對各種激烈的變化與危機,如何在競爭的環境中生存,並持續營運獲利,企業對永續經營策略,是必須正視的議題。企業管理決策中,如何納入對社會、環境和經濟的績效表現,看似掣肘,卻是環環相扣的構面,並與企業永續習習相關。
    鑑於化工產業生產製程的複雜性及高風險性,其管理模式,已逐漸朝向「整廠環境風險管理系統化」思維落實。本研究透過相同基準及量化績效之線上即時分析報表、儀表板等展現,讓參與測試研究的工廠,可客觀進行績效標竿評比,並有效聚焦績效較落後的指標,提升企業永續動能。
    此外,經由職業安全管理(occupational safety management, OSM)與製程安全管理(process safety management, PSM)兩大面向的指標,再以模糊理論為量化基礎,建置環境風險管理為導向的EHS績效系統,有效融入永續發展三基線(triple bottom line, TBL)中環境的要素,並貢獻在石化產業永續的策略,協助企業永續績效推行。

    Business strategies for sustainability are essential for survival in the current competitive environment. The challenge of business sustainability is to meet the demands of social, increasingly strict environmental and economic constraints. These dimensions should be closely linked and inseparable while integrating their performances into business management decisions.
    Due to the complexity and risks of production in petrochemical industry, comprehensive environmental risk management systems have been developed. This study will demonstrate the use of such a system to benchmark participant plants, providing feedback with a visual dashboard user-interface, identifying lagging indicators requiring corrective actions, and monitoring trends with quantitative reports, to facilitate continuous corporate quality improvement.
    In addition, we develop an environmental health and safety (EHS) performance management system managing environmental risk via the occupational safety management (OSM) and process safety management (PSM) dimensions, and then quantify our results using fuzzy theory. This system integrates the environmental components of the triple bottom line (TBL) for sustainable development, and contributes to the implementation of a strategy for sustainability in the petrochemical infrastructure industry.
