  • 2015年聯合國195個會員國在聯合國氣候峰會中通過<巴黎協定>取代京都議定書,其中協議第二條訂定的目標是把全球平均氣溫升幅控制在工業革命前水準以上低於2°C之內,期望可以減緩全球暖化問題。由於運輸部門約占據了世界上四分之一的能源消耗以及五分之一的碳排放,而電動車相較於傳統燃汽車具有更高的能源轉換率並且排放量更低,為了實現淨零轉型目標,各國紛紛推出電動車相關政策與目標。
    以往研究中多收集大量問卷資料分析消費者心態以及阻礙其購買電動車的因素,而本篇透過台灣各縣市面板資料分析,加入不同地區的變數如教育程度和收入,以及各縣市施行的不同政策,另外本篇也放入電動機車數據進行分析,比起電動汽車,我國電動機車的推行更迅速也更成功,在相同變數的影響下,對比其與電動汽車的分析結果,期望可以找出影響電動車市占率遲遲無法提高的原因,以提供未來政策制定者參考。
    研究結果發現,電動汽車中汽油價格落後二期變數對油電混合車佔比以及純電動車占比有顯著影響,對插電式與增程式影響不顯著,對電動機車無論是輕重型皆為不顯著變數,人均所得對油電混合車以及輕重型電動機車的影響為正向顯著,對增程式、純電動車雖為正向影響但係數不顯著,而大學大專學歷以上人口佔比只對油電混合車佔比、總電動車佔比以及重型機車佔比有顯著正面的影響,研究所人數佔比對除插電式混合車及輕型電動機車以外的所有車種都具正向顯著的效果,另外性別比也出現大多正向顯著的結果,僅對插電式混合車佔比以及輕型電動機車占比影響不顯著,政策方面停車與充電優惠對於電動汽車影響不顯著,而停車優惠對重型機車佔比的影響為顯著正向,直接的經濟補助中新購補助對重型電動機車佔比有顯著正向影響,而汰舊換新補助則對輕型與重型電動機車皆有顯著正向影響。

    This article aims to explore the factors that influence the purchase of electric vehicles. The data used in this article is the vehicle registration data of the Taiwan Bureau of Transportation Statistics, from January 2016 to January 2022. The data includes all cities in Taiwan, using panel data and FE model.
    The results of the study found that the second-lag of gasoline price has a significant impact on the proportion of hybrid vehicles and pure electric vehicles. The proportion of the population with a college degree or above is positively significant to hybrid vehicles, total electric vehicles and the heavy electric motors. The proportion of research institutes has a positive and significant effect on all types of vehicles except plug-in hybrid electric vehicles and light electric motors. In addition, most of the coefficient of gender ratio are positive and significant, except to the proportion of plugin hybrid vehicles and light electric motors. The parking and charging policy had no significant impact on electric vehicles, but the parking policy had positively significant impact on heavy electric motors. Among the direct economic subsidies, the new purchase subsidy has a significant positive impact on the proportion of heavy electric motors, while the replacement subsidy has a significant positive impact on both light and heavy electric motorcycles.
