「市區道路電線電纜地下化建設計畫」係屬國家建設計畫之一,然而執行此計畫之同時卻因此產生許多的廢棄PC電桿,在國內垃圾掩埋場日益飽和且場址取得不易的情況下,處理廢棄PC電桿造成人力、物力之負擔;而若建築結構物位於軟弱地盤上,有承載力不足、沉陷量過大的問題,因而,若能將廢棄PC電桿再利用,做為軟弱地盤建築結構物之樁基礎,既可降低建築成本,又能增加建築物的安全性,同時也可以協助解決廢棄PC電桿處理的問題,又能達到資源回收再利用的永續經營之理念。
本文透過問卷調查的方式了解目前台電所淘汰的廢棄PC電桿數量及用途;93年廢棄總量為約為一萬九千根,94、95年預計總廢棄量約為一萬五千根,且其廢棄用途主要提供作為人工魚礁使用。藉由文獻的彙整,透過基樁載重實驗,採用12種的基樁載重詮釋方法取平均值的方式,求取廢棄PC電桿、PC樁、擴座式廢棄PC電桿之極限承載力,並比較三者力學行為之不同,以做為評估廢棄PC電桿用於建築結構物樁基礎適用性之基準。
由本研究結果顯示廢棄PC電桿可提供適當的承載力應用於建築基礎或其他相關工程的基礎上,可提高台電廢棄PC電桿的再生利用率,大量降低基樁工程材料經費(以台南五期民宅基樁工程為例,約可節省38.6%基樁工程經費;若以PC樁材料相比約可節省92.5%之基樁材料費)其經濟效益極高,同時可達到廢棄物減量之目的,並符合綠建築之潮流。
The “City Electric Wires and Cables Underground Replacement Plan” is one of the national development plans. However, the execution of this plan produces a vast number of scrap PC electric poles. The domestic waste landfill gradually becomes saturated, and new terrain for more landfill is difficult to locate. Under this circumstance, the process of scrap PC electric poles creates a strain on manpower and resource. Meanwhile, when a building’s structural formation is located on soft ground foundation, it creates problems like deficiency in bearing capacity and excess in settlement volume. Hence, if scrap electric poles can be recycled to stake the base for building structural foundation on soft ground, building costs will be lowered and the safety of the structure will be reinforced. At the same time, it helps solve the problems related to processing scrap electric poles. Ultimately, it actualizes the concept of continuous management by recycle and reuse.
This article surveys Taiwan Power Company on the current number and use of disposed scrap electric poles by the means of questionnaires. In 2004, the total number of disposed poles is 19,000, and the estimate for 2005 and 2006 is totaling approximately 15,000. The disposed PC electric poles are mostly used to make artificial fish reefs. The evaluation on the applicability of scrap electric poles for building foundation will be based on the following: documentary compilations, pile loading test, average of 12 interpretations on maximum bearing capacities of the piles, bearing capacities of scrap PC electric pole, PC pile, enlarged-base PC electric pole, and comparisons on the mechanical behaviors of the three.
This study shows that scrap PC electric poles have fitting bearing capacity for building foundations or other related construction bases. The application has increased the recycle and reuse rates of Taiwan Power’s scrap electric poles, and reduced the costs on building foundation material greatly. For example, Tainan Public Housing Phase 5 saves approximately 38.6% on foundation construction costs. Compared to the cost when PC piles were used in this case, scrap electric poles could save up to 92.5% on foundation construction costs. It achieves a high level of economic efficiency. At the same time, it fulfills the goals of reducing waste production following the trend of “Green Building”.
