台灣的製造業在經濟中扮演重要角色,尤其以中小企業為主,其中也有許多隱形冠軍企業。然而,近年來由於國內外情勢的變化,製造業面臨著許多挑戰,迫切需要進行產業升級和轉型,提升競爭力。中小企業由於規模有限,缺乏進行數位轉型甚至工業4.0所需的大量資金。
為了應對這一挑戰,我國政府提出了智慧機上盒(Smart Machine Box, SMB)輔導計畫,該計畫由財團法人精密機械發展中心(Precision Machinery Research & Development Center , PMC)負責媒合具有數位能力資源的輔導機構和受輔導的企業,逐步實現數位化的目標。自2018起,該計畫已經執行了五年餘,為了更深入了解企業申請SMB計畫的動機,以及業者對預期成效和實際成效之間是否存在落差,以及找出影響SMB計畫執行的因素,從文獻中整理出各種因素,對企業進行了問卷調查,而後使用統計方法進行分析。
研究結果顯示,來自企業外部與內部的動機對於驅動企業申請SMB計畫並無明顯差異,業者的主要市場為內銷或外銷對於申請計畫的動機亦無差異;且業者對於SMB計畫的預期成果和實際執行成果的滿意度亦沒有顯著差異。此外,透過中高階管理階層帶頭推動公司進行數位轉型,以及公司內部的流程標準化程度越高,將有助於SMB計畫的執行。最後,本研究並未發現在計畫執行過程中存在顯著的阻礙因素。
The manufacturing industry in Taiwan plays a vital role in domestic economics, with a predominant presence of small and medium-sized enterprises (SMEs) and the emergence of many hidden champions. In recent years, the industry has faced numerous challenges due to changing domestic and international conditions, necessitating the enhancement of competitiveness and urgent industrial upgrading and transformation. However, SMEs, constrained by limited scale, lack the significant funds required for digital transformation, including Industry 4.0. To address this challenge, Taiwanese government has introduced the Smart Machine Box (SMB) program, facilitated by the Precision Machinery Development Center (PMC), a non-profit organization. The program aims to match consultant agencies with digital capabilities and businesses in need of assistance, gradually progressing towards digitization objectives. With the program's implementation spanning over five years, this study aims to gain a deeper understanding of the motivations behind SMEs applying for the SMB program, examine potential disparities between expected and actual outcomes, and identify factors influencing program execution. Various factors were extracted from the literature and assessed through a questionnaire survey among businesses, followed by statistical analysis. The findings indicate neither internal factors within companies, nor external factors, have a stronger driving force behind the decision to apply for the SMB program, so does the income revenue composition. Additionally, there was no significant difference in satisfaction levels between anticipated and actual outcomes for businesses participating in the SMB program. Furthermore, the active involvement of middle and senior management in spearheading digital transformation efforts and the process standardization within the enterprise proved to be primary facilitators in executing the SMB program. Moreover, no significant barriers were identified during the program's implementation.
