工業革命使大氣中人為排放的溫室氣體濃度上升,而間接導致了氣候變遷,不僅增加自然災害,也危害人類的健康及社會發展福祉,而運輸部門高度依賴化石燃料動力,難以有效減碳,對氣候變遷的影響亦非常深遠。
近年來,臺灣積極響應國際因應氣候變遷議題,自主制定了國家自定預期貢獻(INDC)、溫室氣體減量管理法和2050淨零排放路徑,期望透過上位目標及法律的引導,帶領各部會做出相應的行動方案,也帶動地方及民眾做出低碳的實踐行為,使臺灣走向低碳永續的道路。然而,臺灣運輸部門的減碳計畫卻因中央各部會之間,難以就各工作項目劃分明確權責,運具電動化的政策推行更受到阻礙而暫時擱置,被民間及媒體廣泛討論。
本研究使用低碳交通治理及穀倉效應作為理論架構參考,藉由半結構式深度訪談,了解參與公部門內部淨零議題討論之各單位及利害關係人不同角度的看法,藉此拼湊公部門在淨零議題處理過程中的互動狀況,並利用紮根理論分析與現象相對應的理論框架。研究結果發現臺灣的低碳交通治理主要受到政治、制度障礙的影響,而有問責不明和咎責迴避的現象;社會對交通淨零議題的不熟悉及不關心也進一步造成臺灣的交通淨零策略缺乏力道,但是關心議題的民間團體作為中介角色及積極參與政策制定能為困境帶來轉機。本研究建議未來的低碳交通治理應積極打破資訊傳遞障礙,並納入利害關係人協力機制,才能改善現有交通淨零策略。
SUMMARY
Climate change and green house gas emissions ultimately threaten human health and social development, but the difficulty of decarbonization in transport sector is a tricky part to fight against since the whole system's operation heavily depends on fossil fuel. Taiwan’s government intends to guide the society toward a more sustainable future through its own policies and laws such as Intended Nationally Determined Contribution (INDC) and Climate Action Act and Taiwan's Pathway to Net-Zero Emissions in 2050. However, the fact that carbon emission didn’t decrease significantly, and the debate between central government ministries for delineating responsibility for carbon reduction action plans may point to some governance issues. This study uses low carbon transport governance and silos effect between ministries as theoretical frameworks to conduct semi-structured in-depth interviews and grounded theory to learn different perspectives of stakeholders involved in the discussion of the issue. The result shows that Taiwan's low carbon transport governance is mainly affected by political and institutional barriers which lead to ambiguous accountability and the adoption of blame avoidance strategies. The public showing indifference towards climate change discourse also causes low carbon transport strategies lack of strength. Fortunately, the roles of non-government organizations may bring the turning point for the better. To improve low carbon transport policy outcomes, the research suggests the government should seek active strategies to overcome information barriers and adopt stakeholder collaboration mechanisms.
