每當面對新興科技的發展時,政府會制定相應的計畫,透過導入新興科技讓公共政策的制定能夠更加的流暢,提高民眾對政府的信任。最近幾年,環境劇烈的變動,如何將資訊科學運用在公共政策制定的流程當中,透過數據分析使政策制定更精確達到循證決策支持 (Evidence-based Decision Support),是許多國家政府面對數位轉型浪潮所採取的策略,而政府如何校準資訊系統策略及業務策略,並透過演算法開發決策輔助工具,以提升決策者的政策效能?
因此本研究以觀察公部門組織在面對劇烈環境變動下,資訊系統策略校準的過程,並分析此校準過程中,演算法開發並動態更新決策輔助工具為目的。透過質化研究中的個案研究,以臺北大數據中心為例,根據其策略校準的過程分為資料共享時期、資料應用時期以及資料賦能時期三個階段,觀察其感知到環境的變動後,如何透過動態能力持續校準資訊系統策略,並以演算法更新每一階段的決策輔助工具,從建立共用的資料庫到決策輔助系統,最終建構出資料開放平台,運用這些決策輔助工具應對各階段的問題,並持續的尋找未來持續應用的場域,使臺北市政府在城市治理上更有韌性,並透過個案分析設計一套靈巧的循證決策支援機制,藉此提供欲採取以證據為基礎的治理方針之組織參考依據。
In Taiwan, whenever the government encounters the development of emerging technologies, it formulates corresponding plans, hoping to shape transformation strategies and goals through these plans. By introducing these emerging technologies, the government aims to make the formulation of public policies smoother and enhance public trust in the government. In recent years, with the dramatic changes in the environment, many governments worldwide have adopted strategies to incorporate data science into public policy-making processes. This approach leverages data analysis to achieve more precise, evidence-based decision-making amid the digital transformation wave. How can the government align information system strategies and develop algorithmic decision-support tools to enhance policymakers' effectiveness?
Therefore, this study strives to observe the process of aligning information system strategies in public sector organizations facing dramatic environmental changes and analyze the development and dynamic updating of algorithmic decision support tools during this alignment process. Through qualitative research using case studies, this study takes the Taipei Urban Intelligence Center as an example to observe how it continuously aligns its information system strategies through dynamic capabilities at each stage of implementing evidence-based governance. The study examines how the Taipei City Government enhances its resilience in urban governance by updating decision support tools through algorithms and designs an ambidextrous evidence-based decision support mechanism through case analysis, providing a reference for organizations intending to adopt evidence-based governance approaches.
