現代都市開發往往朝向新地區開發，而都市外圍開發的重劃區，其數量及容量早已超過人口所需，其所造成的資源浪費不集中，反而使人口朝向都市邊緣流動，都市市中心衰頹，故都市整體發展政策應朝向綜合性之「都市再生」。
然而在這當中，「土地整合」問題往往是其關鍵之所在，而最為難處理之處往往是早期發展的都市舊市中心，正因其發展歷史較久，土地所層覆的各樣問題更顯得複雜，故本研究希冀能探討此問題。透過「土地經濟利用」觀點，以都市中之低度利用土地作為討論起點，並以其「地租、地價、稅制、地權」面向等進行討論，進而探討土地面向上都市更新之困境，希冀能提供後續都市發展制度政策上之建議。

The trend of modern city development is usually the development of new areas. Yet, the regeneration of the outskirts of cities have already surpassed population needs, causing a waste and lack of concentration of resources and resulting in an outflow of population and the degeneration of the city center. Hence, the policies of the development of old city centers should be focused on integrated “urban regeneration”.
However, the key of the problem is usually “land integration”, in which most of the difficulties lie with the early-developed old city centers. Because of their long history of development, the problems of the land seem all the more complicated. Through the viewpoint of “economic land use”, this discussion starts with the low use of land in a city and goes on to discuss the problems of urban regeneration of land directionally, using rent of land, land value, tax and land ownership as points of discussion. Through discussing the difficulties in execution of regeneration, this paper aims to provide an insight to future policies of urban development.
