  • 近年,全球氣候變遷引起極端降雨、颱風、地震等天災,對環境與社會的影響日益嚴重。在社區治理方面,為了降低災害所造成的影響與損失,提升社區的應變能力及防災規劃與治理模式,並於災後能迅速恢復原本的生活機能及秩序,是極為迫切的議題。「社區」作為面對災害時最能及時因應與動員的單位,社區經營者應妥善規劃社區資源與社區關係,使居民具備應對災害衝擊的能力,以提升社區整體韌性。爰此,本研究以提升社區韌性為依歸,從建築與環境規劃的角度對社區場域進行整體評估,探討實質環境規劃設計與營運管理對社區韌性之影響。

    本研究以台灣台南的17個社區場域為研究範圍及對象,包含參與韌性社區、水患與土石流自主防災社區的場域。運用資料包絡分析(DEA)評估社區場域間的效率關係,建構提升社區韌性的實質環境規劃設計與營運管理評估模型,並使用多元尺度分析(MDS)繪製社區知覺定位圖,探討各社區在韌性因子中的相似性與差異性,針對各場域擬定韌性社區的策略建議。研究數據採各場域112年度政府資料開放平台所提供的資料,以及社區居民心理量數進行分析。問卷調查結果,前者有效問卷共17份,有效回收率100%;後者有效問卷共425份,有效回收率96.8%。

    研究結果顯示,韌性社區的評比屬性中,「災害之復原能力」、「在地能資源儲備率」及「藍綠色空間」等三項因子最受專家學者重視,且評估項目之「在地能資源儲備率」為效率變動率最高的項目,平均變動率高達22.2%,為影響社區韌性之關鍵因子,極具規劃、經營優勢與重要性,可作為提升韌性與改善整體績效之優先項目。由知覺定位圖可得知整體社區場域之競合情況,本研究場域可分為「待發展社區」、「能資源自主韌性標竿社區」和「參與型永續應變社區」三個競爭群。而將軍區廣山里、後壁區新嘉里,此兩個社區與理想點距離相近。顯示其在韌性社區七個因子之綜合表現為所有場域中表現較佳的社區,光福里社區與和平里社區出現在其他社區之參考集合次數分別為12次及9次,為最高效率穩健度,故為相對有效率的標竿場域,以上四個社區皆可作為其他場域欲提升韌性之參考與學習對象。經彙整各分析結果,社區場域之規劃者與管理者可因應對在地能資源儲備率、藍綠色空間等可控程度、規模報酬,以及優勢項目,擬定改善策略,並參考本研究成果之建議進行調整,以提升各社區場域之韌性。

    In recent years, global climate change has led to extreme weather events such as heavy rainfall, typhoons, and earthquakes, severely impacting the environment and society. In community governance, reducing the impact and losses caused by disasters, enhancing emergency response capabilities, and improving disaster planning and governance models are urgent issues. Therefore, this study aims to enhance community resilience by evaluating community sites from the perspective of architectural and environmental planning, exploring the impact of physical environmental planning, design, and operational management on resilient communities.

    This study focuses on 17 community sites in Tainan, Taiwan, including those participating in resilient communities and communities with independent disaster prevention measures against floods and landslides. Data Envelopment Analysis (DEA) and Multidimensional Scaling (MDS) are employed to explore the similarities and differences in resilience factors among the communities and propose strategic directions for each community site.

    The study results indicate that among the attributes of resilient communities, "Disaster Recovery Capacity," "Local Energy & Resources Self-Sufficiency," and "Blue-Green Space" are the factors most valued by experts and scholars. The factor "Local Energy & Resources Self-Sufficiency" shows the highest efficiency variability, with an average variability rate of 22.2%, making it a key factor influencing resilient communities and a priority for improving community resilience and overall performance.

    The perceptual map reveals that the Guangshan community in Jiangjun District and the Xinjia community in Houbi District are closest to the ideal point, indicating their superior overall performance in the seven resilience factors. The Guangfu and Heping communities appear most frequently in the reference set of other communities, with 12 and 9 occurrences respectively, showing the highest efficiency stability, making them relatively efficient benchmark community sites. These four communities can serve as references and learning models for other sites aiming to enhance community resilience. Based on the consolidated analysis results, planners and managers of community sites can develop improvement strategies by considering controllable factors such as "Local Energy & Resources Self-Sufficiency" and "Blue-Green Space," as well as operational advantages of each site to enhance community resilience.
