我國防火管理制度推行迄今已近20年，本研究為瞭解供公眾使用場所防火管理人對現行防火管理制度推展現況，針對臺南地區防火管理人進行問卷調查，並透過問卷資料分析結果，提出具體建議意見，盼可供消防機關日後政策修訂之參考。
本研究以項目分析、相關分析、因素分析、信度分析、敘述統計、T檢定、變異數分析等統計方法，進行預試問卷檢定及正式問卷分析，並獲得相關研究成果。
經由分析結果顯示，防火管理人對現行之各項防火管理制度的推展現況均偏向認同，惟在「防火管理制度面」的執行及認知較無信心。防火管理人不會因不同的背景而對防火管理人教育訓練有不同的感受，但會因不同的背景而對其它各項防火管理制度有不同程度的認知及執行程度，其中以性別、學歷、服務年資、服務場所及公司員工人數有較明顯之差異，最後並依研究結論提供具體建議意見盼能供消防機關將來行政參考。

The purpose of the study is to understand the current situation of the fire catastrophe prevention system carried out by the fire prevent managers of the buildings for public use with a certain scale. The study starts with making questionnaires to the fire prevent managers in Tainan, and ends up with providing specific suggestions according to the conclusion of the study to the fire administration for the related legislating future policy making.
The questionnaires are analyzed to gather the results through the procedure of pretest and formal test on questionnaires by statistical methods including item discrimination, correlation analysis, factor analysis, reliability analysis, descriptive statistical analysis, T test and analysis of variance. Some major results were found as follows:
(1) The fire prevent managers are tend to agree with the current practicing situation of the fire catastrophe prevention system, but they have less confidence on the elements of system practicing and the fire prevent managers’ abilities.
(2)For all the fire catastrophe prevention system aspects except training, the fire prevent managers should have significant differences on different backgrounds of gender, working seniority, education, working place, and the number of employees, but have no differences on age, position and working-time.
(3) Providing specific suggestions according to the conclusion of the study.
