科技日新月異的今天,高風險科技的運用與管理,已是不容忽視的議題。國外已有不少學者,找出許多方法將操作高風險科技之組織的可靠度提高,稱為高可靠度組織。本研究針對中國人的文化以及在航空界的行為特質,嘗試探討建構中國式高可靠度組織原則的可行性。本研究所設定的研究對象為國內的航空公司,藉由參與觀察與專家訪談實地了解組織運作過程中,因受中華文化的影響會發生那些問題,並試圖從中找出解決之道。經過多次觀察與專家訪談之後,本研究發現處於中華文化情境中的組織,其可靠度、安全性很容易直接或間接的被各層次想要一手遮天的心態所傷害或腐蝕。因此,如何去壓縮各階層一手遮天的空間,即成為本研究所欲探討的核心課題,本研究從該組織運作中的一些措施、方法中發現,有些原則如制度化、標準化、透明化、充足且獨立的多重監督與分工、證據化,可以有效的避免各階層運用本身的人情、面子、關係、包袱、權力、地位為資源或籌碼,去影響組織的正常運作,藉此降低一手遮天的空間;此外,本研究亦歸結出理想中國式組織領導人之特質,以供參考。
The purpose of this research is to find some basic principles of high reliability organization under Chinese context. Originating from the United States, high reliability theory had been established to handle high risk technology like civil aviation. Some basic principles were also established. Without any doubt, some basic assumptions of western culture, like individualism, were embedded in this theory. The goal of this research is to formulate some basic principles of Chinese high reliability organization through qualitative study in a native airline.
By using participant observation and expert interview, some operational characteristics of the airline were identified and investigated. In general, due to the mutual reliance of Chinese culture, the social pressure at any level is easily accumulated. To respond to this social pressure, certain people use their organizational resources not correctly. This mentality is defined as blocking the sky with one hand. It was found that the high reliability of the organization was easily deteriorated by this mentality of Chinese culture. To solve this problem, some basic principles have to be established to suppress the possibility of blocking the sky with one hand. After detailed study, they are institutionalization, standardization, transparencification, evidentialization, and multiple and independent monitors. It is also found that with these characteristics incorporated into the organization, the high reliability of an organization in Chinese context can be gradually restored.
