911事件引起國際上對於恐怖攻擊的高度關注，美國為防止再次發生恐怖攻擊事件，開始重視供應鏈的安全，從美國對外的窗口—海關進行嚴格的檢查作業，造成貿易上的障礙。在世界是平的狀況之下，追求貿易便捷是各國的一致目標，因此美國倡議出C-TPAT制度，希望兼顧供應鏈安全及貿易便捷兩個層面。這樣的精神從美國發起，並延伸至歐洲的、日本、新加坡等國。
本研究首先回顧現有國際安全規範，包括台灣目前相關制度擬定的進展，及探討學術文獻，以掌握供應鏈安全的主要精神。接著本研究依據財政部關稅總局「優良廠商進出口貨物通關辦法」(草案)之「優質企業安全審查項目及驗證基準」為架構，進行多家企業實地調查其企業目前因應現況，並將結果進行統計分析，經由分析結果探討目前台灣製造業面對國際安全規範時缺乏及需要協助之處，提供政府做為政策制定之參考，期使台灣製造業能加速與國際接軌之腳步，並繼續在國際市場競爭中保有優勢地位。

After 911 nightmare in USA the accident has strongly drawn international attention on the terrorist attack, and the United States has tried very hard to prevent the recurrence of terrorist attacks. One of the important step is to pay attention on the security of supply chain system from the window outside the United States to customs’ inspect operations, which has apparently resulted in some trade barriers. The situation, under the world should be treated in equal, is the pursuit of trade facilitation shall be consistent with international objectives, thus the United States bring up the initiative C-TPAT (spell out) system, hoping to balance the supply chain security and trade facilitation levels. The spirit was launched from the United States and has extended to Europe, Japan, Singapore and many other countries such as in Taiwan as well.
This research will start to review the existing international security regulations, including the development of Taiwan's progressing in related systems, and to discuss the academic literature in order to focus onto the sprit of major supply chain security. Then based on this study, according to the Ministry of Finance Directorate General of Customs’ “ Good companies import and export cargo clearance regulations (draft) of high-quality corporate security review of the project and verify the baseline” for the framework, allowing many enterprises in the field to investigate the business status of the current responses and the resulting the statistical analysis. Via the analysis of the manufacturing sector in Taiwan, it is found that we will face the lack of international security regulations and the need to assist the Department to provide the government with a reference for policy formulation. With this, we have to try to speed up the manufacturing industry of Taiwan to keep the pace with international standards and to continue to maintain competition in the international market dominance.
