民間參與農業生技園區興建經營個案研究
-以嘉義香草藥草生技園區為例-
摘 要
近年來促進民間參與公共建設已成為政府施政重點,期藉由民間經營活力及充沛資金,提昇政府效能,減輕財政負擔,加速公共建設之興建,進而改善公共建設服務品質並帶動經濟成長;鑑於民間投資意願之不確定性,如何以可行性分析來評估民間參與模式的風險與投資效益,是本研究欲探討的重點。
1980年代以後,全球掀起了一次新技術革命浪潮,生物技術就是新技術革命的主要內容之一。生物技術的發展不僅在近期內可創造新的產業,且在人類社會所面臨的許多重大問題方面(如人口、食物、能源、醫藥等等)也發揮重要作用。世界各國都把生物技術列為本國優先發展的技術領域。嘉義香草藥草生技園區順應當前所謂「知識經濟」時代來臨,將園區之開發主題朝「知識型產業園區」(Knowledge-Based Industrial Park)型態開發,以期提升當地傳統產業水準,振興地方之經濟能力。
在政府大力推動民間參與公共建設的政策下,以BOT模式開發本園區乃為最主要之方式。本文以此作為研究主題並建立一可行性分析架構,以此架構來評估民間參與園區開發範圍,並研擬三個方案加以探討其可行性,經分析研究後提出建議作為政府與民間開發本園區之參考。
本案之可行性研究綜合評估結果,方案三在政府相對投資的條件下,BOT是可行的,因此本研究提出以下建議:
1.政府編列預算補助本案之開發,對本案之成敗具有舉 足輕重的影響。
2.要求民間投資廠商必須興建標準廠房及附屬商業設施供廠商進駐租用。
3.民間投資商投資金額應超過政府補助之預算總額。
4.政府補助部份併同民間投資部份一起開發時,須訂立嚴謹契約予以管制。

With the Examples of the Chiayi Vanilla and Medicine Herbal Park
Abstract
In the recent years, the enhancements of private participation in public infrastructure projects have become the primary point of government affairs. It is expected to get vitalities and abundant capitals from private organizations, in order to elevate the efficacy of the government, which further alleviate governments’ finance burden. This would increase the speed of infrastructure project establishments, further to improve the quality of infrastructure projects and enhance economic growth. Due to the uncertainty of the investments willingness from private organizations, the feasibility analysis to evaluate the risk and investment benefits of private organization participation modes would be the main investigation point of this study.
After the 1980s, there has been a revolutionary wave globally for new technology. The biotechnology is one of the newly revolutions. The development of biotechnology not only could create new production field in the recent years, but also could implement great importance on major problems in human societies people face today, i.e.: human populations, food, resources, and medications, etc. Many countries worldwide have prioritized the biotechnologies as the first new developing technology field. Chiayi Vanilla and Medicine Herbal Technology Park has accommodated with the present knowledge economics era, which have developed the recreation under the subject of “Knowledge-Based Industrial Park”, with the expectations of raising local traditional industrial level and rehabilitating on local economical abilities too.
Under the governmental policy of greatly promoting the participation of private organizations in public infrastructure projects, the BOT mode is the main operation fashion to develop this park. This article has made the abovementioned as the main study objective, also to establish feasibility analysis structure. We would then use this structure for analysis on private organization involvements with the park developing range. It is further to propose three proposals for investigations on the feasibilities, and make suggestions after analysis for references to both government and private organizations on developing this park.
The feasibility study on this proposal has come up with comprehensive results. Under the relative governmental investment criteria, Proposal III could be feasible with BOT. Therefore, this study has come up with the below suggestions,
1.The amount of budget which the government has planned upon would be great important impacts on whether this project going successful or failure.
2.The requested private organization who made investments should build standard factory buildings, and the attached business facilities could provide other factories and stores to march into for renting.
3.The civil investment organizations should have capital exceeding the total budget the government has planned on supplementations.
4.When both the budgets of governmental supplementation and the private organization are combined together on the developments, all should be conscientiously monitored and controlled by contract.
