  • 在臺鐵同時肩負城際長途運輸與捷運化運輸之現況下,社會亦期待臺鐵同時提供捷運化的密集發車,以及城際鐵路的大量、準點、與可靠。然而同時達成這些本質上相互衝突之任務有其難度,使得臺鐵在發車密度、提供之運能、以及準點率等各方面,均承受相當之外界壓力。
    當列車晚點時,將會影響乘客對於臺鐵之期待。為了降低晚點對於鐵路系統的影響,必須採用相關調度策略促使鐵路系統回復至正常運作,這些調度行為稱為「運轉整理」。
    目前所有鐵路系統之運轉整理,大都依賴經驗豐富之調度人員為之,臺鐵亦不例外。在現代化之鐵路系統中,行車控制系統可良好掌握所有線上運轉列車之位置,並適當顯示供調度人員參考。
    本研究欲以混合整數規劃模式建立核心技術,以描述臺鐵運轉整理方案。以混合整數規劃模式描述,同一軌道系統中同時運行多數列車時,各列車間相互影響之複雜關係。此一數學模式為本研究求解運轉整理方案之基礎。
    利用測試例的的求解結果,我們可以得知,運轉整理系統模擬的調度員使用之運轉整理手法為,交換順序與趕點,此結論與臺鐵調度員使用之運轉整理手法吻合,故可驗證:利用運轉整理系統可模擬調度員對列車之調度,且讓方案可以進行擴充。我們希望能拋磚引玉,使此研究能夠運用在現實世界之中,以解決運轉整理核心技術之缺乏問題。

    The scope of this study can be described by two aspects. In the system aspect, our studing scope and object is Taiwan railway administration. In the event of the cause, the random disturbance generated by the delay is the scope of the study. As for the interference caused by the accident or incident and its rescheduling are not included.
    This study is to understand the Taiwan railway administration operation situation, the relevant rules and regulations, practical practices, the literature review. The establishment of the core technology to establish a mixed integer programming model to describe the operation of the Taiwan Railway rescheduling problems, and then we develop appropriate algorithms to solve the problem. Finally, the conclusion of the study is based on the real timetable and real railway information of the Taiwan Railway administration to test solving ability of the model, and we conclude it.
    By the results of testing cases, we know that the dispatch methods of dispatcher we simulate, are swapping and accelerating run.
    we propose a mixed integer programming to describe a model for railway system rescheduling, and after the implementation of the program, we found that the use of mathematical methods can simulate a real dispatcher behavior for rescheduling, and we can expand the scale of the problem by using this model.
