本論文針對臺南市防疫體系進行研究，探討是否發揮應有的成效。主要以2023年臺南市登革熱疫情進行研究，聚焦2023年個案分析臺南市防疫體系第一時間的作為，並以深度訪談法，針對臺南市政府衛生局登革熱防治中心、臺南市政府衛生局、臺南市某區公所、臺南市某衛生所、臺南市政府登革熱稽督大隊以及居民挑選具代表性的7位受訪者，並輔以二手資料相關檔案如媒體、衛生局官方網站等內容進行探索。透過防疫資訊、防疫資源、組織間合作等三個自變項，用以檢視防疫體系的執行成效，並以染疫與效率作為成效之衡量指標。透過訪談及現有資料，歸納出下列六點研究發現，第一，預警資訊系統未在第一時間發揮功能；第二，防疫資訊未能整合致傳遞延誤；第三，關鍵防疫資源未能在第一時間投入；第四，關鍵防疫資源未能即時投入；第五，第一時間欠缺防疫組織間合作平臺；第六，關鍵組織之間的合作平臺建立過於延遲，另針對研究發現提出六項建議：第一，強化預警資訊系統功能，第二，建立跨局處防疫資訊整合網絡平台，第三，落實人力培訓制度並增加招募誘因，第四，建立跨局處防疫資源供給網絡平台並進行抗藥性管理，第五，建立明確組織間合作機制，第六，增加與非營利組織共同防疫機制。

This thesis examines the effectiveness of Tainan City's epidemic prevention system, focusing on the 2023 dengue fever outbreak. It specifically analyzes the system's initial responses to the outbreak through a case study approach. The research utilizes in-depth interviews with seven representative participants, including members from the Tainan City Government Health Bureau's Dengue Fever Prevention Center, the Tainan City Government Health Bureau, a district office, a local health center, the Tainan City Government Dengue Fever Inspection Team, and local residents. Additionally, secondary data such as media reports and official Health Bureau documents are used to explore the topic further. The study evaluates the execution of the epidemic prevention system based on three independent variables: epidemic prevention information, epidemic prevention resources, and inter-organizational collaboration. Effectiveness is assessed using infection rates and operational efficiency as indicators. The analysis yields six key findings: The early warning information system failed to function effectively at the initial stage. Epidemic prevention information was not integrated, leading to delays in dissemination. Critical epidemic prevention resources were not allocated promptly. Key prevention resources were not deployed in a timely manner.
A collaborative platform for epidemic prevention organizations was lacking at the outset. The establishment of collaborative platforms among key organizations was significantly delayed. Based on these findings, the study provides six suggestions.
Enhance the functionality of the early warning information system. Develop an integrated cross-departmental epidemic prevention information network platform. Implement comprehensive training systems and improve recruitment incentives. Establish a cross-departmental epidemic prevention resource supply network and manage resistance to interventions. Create clear mechanisms for inter-organizational collaboration. Strengthen collaboration with non-profit organizations in epidemic prevention efforts.
