一個期刊的使用率一般都利用來做為評比一個期刊是否具有重要性,其中較常被國內使用的是Institute for Scientific Information (ISI) 的Impact Factor。由於Impact Factor是由ISI所發表的JCR資料庫中大約6000多本學術期刊進行全域引用(Citation)分析計算而得,此種算法僅符合全域性使用者,並不能協助解決區域管理者(例如:特定區域圖書館的管理人員)在期刊眾多且經費有限的情況下,能更精確的提供符合區域使用者需求之期刊,因此,有些研究或現行圖書館則採用區域下載次數為區域期刊推薦之依據。此種方法會存在以下問題:(1)下載次數多的期刊為較高宣傳力的期刊(2)不同期刊給予相同權重值(3)下載次數多的期刊不一定為引用率高的期刊。
為了解決以上問題,本研究希望輔以區域使用者之研究論文的文獻引用資料結合下載次數,並以改進最著名的Google所採用的PageRank評定頁面重要性公式,且可解決不同期刊給予相同的權重值的問題的Weighted PageRank(WPR)公式觀念,以產生區域學術期刊影響指數(Local Impact Factor),以便於能協助區域管理者了解區域使用者的真正需求。
Generally, the importance of a journal is decided by its usage rate which usually calculated by different ways. The impact factor proposed for SCI (Science Citation Index) and SSCI (Social Sciences Citation Index) by ISI is regarded as a most popular one. It was counted by citation times in JCR (Journal Citation Reports on the Web) by Institute for Scientific Information (ISI). Many institutions treat it as the importance of journals. However, the impact factor represents the usage rate for “global users” which can not really reflect the requirement of “local users”. In the other words, the impact factor hardly to be used as journal subscribe reference when a library decides which journals should be subscribe for local need in the limitary budget environment (Line, 1977; Bollen, Luce, Vemulapalli, and Xu, 2003). For this reason, the idea of local access rate should be the referred for local journal recommendation was proposed. However, the proposed method has leaded some problems, including: (1) High downloaded journal might be caused by popularity instead of its quality (Zinkhan, 2004; Bauerly and Johnson, 2005). (2) Same calculation weight was assigned to all journals. (Xing and Ghorbani, 2004), and (3) We argue that only articles really be cited can reflect its importance instead of being accessed.
In order to solving above problems, an algorithm adapted from PageRank is proposed. It combines citation information of the local users and download frequencies. Moreover, in this proposed method, different weight will be assigned to a journal according usage frequency. This method can solve the problem of not only finding really local usage rate but also same weights of Weighted PageRank(WPR) between different journals to generate Local Impact Factor of journals. Local Impact Factor can be used to assist local manager to realize the real demand of local users.
