機車不僅是臺灣數量最多的交通運具,更是ㄧ般民眾日常最主要的交通方式。然而近年由於不同立場的用路人對機車使用相關政策規範的見解不同,進而造成社會衝突。這些制度在制定實施後,其修正調整多會沿著最初制定的框架與路徑變化。為理解制度遺緒及現今衝突的根源,本研究使用主題分析法(thematic analysis)對1950~70年代間的政府官方會議紀錄及新聞報導中的文字內容進行分析,以探討制度在最初訂定時對機車的治理邏輯為何。研究最終針對60份文件資料標註出共315個編碼,並歸納為「解決交通安全問題」、「對機車抱持負面印象」、「確保汽車權威」、「不夠了解機車」、「改善國際觀光品質」及「加強管理機車」等共六個主題,後再對各主題之間的互動關係與影響進行分析。研究結果顯示,臺灣早期的機車交通治理制度雖以回應嚴峻的交通安全問題為出發點,其治理邏輯卻逐步形塑出四項關鍵特徵:首先,機車被視為經濟發展過程中的過渡運具,預期將隨現代化進程自然消失;其次,交通秩序的想像以汽車為核心,機車被定位為需加以管制以維持秩序的對象;第三,制度設計高度參照已開發國家的交通模式,卻缺乏對在地交通情境與機車性能的充分理解;最後,治理重點集中於秩序維持與管理,而未將促進機車使用安全視為核心政策目標。上述治理邏輯共同形塑了後續機車在交通體系中的角色地位,也一步影響了現代的社會衝突。本研究填補了過去在交通研究領域中缺乏以質性研究方法對交通治理制度進行分析的空白,並且發掘了發展中國家在面對新興交通議題時,制定策略的思考邏輯為何,以提供未來制度檢討時新的反思路徑。
Motorcycles constitute the dominant transport mode in Taiwan, but divergent perspectives on motorcycle-related regulations have led to persistent social tensions. As transport institutions tend to evolve along their original policy paths, understanding their formative governance logics is crucial for explaining these disputes. This study employs thematic analysis to examine government meeting records and newspaper reports from the 1950s to the 1970s, analyzing 60 documents and generating 315 codes grouped into six themes. The findings reveal four core governance logics underlying early motorcycle regulation: motorcycles were framed as transitional modes expected to disappear with modernization; traffic order was imagined around automobile priority; policy design relied heavily on models from developed countries with limited understanding of local conditions; and governance emphasized traffic order and administration rather than promoting motorcycle safety. These logics shaped the long-term institutional positioning of motorcycles and continue to influence contemporary conflicts. This study contributes a qualitative perspective on transport governance formation in developing-country contexts.
