As business ecosystems become increasingly complex, the role of complementors has gained importance, particularly those that provide technical value. These actors play a vital role in addressing inefficiencies and resource misalignments within the system. However, prior literature has primarily focused on the strategies of ecosystem leaders, with limited attention paid to the contributions of complementors. To address this gap, this study adopts a qualitative case study approach and investigates BaaS Innovation, the first blockchain technology company listed on the over-the-counter (OTC) market in Taiwan. The company acts as a technical complementor across multiple business ecosystems, making it a suitable subject for this research.
This study categorizes the firm's development into three phases: "Information Security Service", "Data Sharing Service", and "Multifaceted Application of Blockchain". It applies the theoretical framework of dynamic capabilities, together with the resource orchestration model, to examine how the company achieves orchestrated service through the three processes of sensing, seizing, and transforming. As a result, this research proposes the “Orchestrated Service Model” to explain how technical complementors can leverage blockchain for orchestrated service in business ecosystems. The findings provide practical insights for technology-based firms seeking to formulate strategic advantages and participate effectively in evolving business ecosystems.
