第一屆國際材料科學研究會於1988年提出綠色建材的概念,並於1992年國際學術界對綠建材下了定義:「在原料採取、產品製造、應用過程和使用以後的再生利用循環中,對地球環境負荷最小、對人類身體健康無害的材料,稱為綠建材」,然而本國綠建材標章自2004年7月開始受理申請,相關廠商申請意願並不高,且大部分以室內相關建材為主。而公共建設向來為我國工程建設的主力要項,在過去以經濟掛帥發展前提下,公共建設對自然生態環境產生了許多無法挽回的干擾與破壞,因此,如何在「工程建設」與「地球永續發展」間取得一平衡點,即為當前之重要課題。本研究將針對「綠建材應用於景觀公共工程」所涵蓋的面向進行探討分析,期望能對綠建材應用於景觀公共工程建設之永續發展有所貢獻。
本研究藉由國內景觀公共工程案例,依『工程經費計算方式』加以統計分析,取得「現有綠建材預算使用百分比」、未來可認定為綠建材預算使用百分比及可提高綠建材使用之分項工程等資料。並以國內景觀工程中產、官、學界先進作為受訪對象,包括公務單位執行人員、業務單位設計、技術人員、學者專家及國內建材專業廠商等進行問卷調查,了解現有綠建材使用所遇到之困難,進而將問題轉化成動力,督促專業廠商能在技術研發與日增進,並確保綠建材之品質,有關政府機關之因應對策及學者專家推廣教化上,亦能合理要求在『景觀公共工程』上使用『綠建材』,進而促進資源永續利用,減少對自然環境污染,以達成人本健康、地球永續發展之理念。
The 1st International Material Science Research Seminar proposed the concept of green construction material in 1988, and the term “green building material” was defined by the academia in 1992 as “material that are least burden to the global environment and most harmless to human bodies used in the cycle of raw material selection, product manufacturing, application, and reuse”. The green building material logo was open for application in Taiwan since July 2005, yet received little response from companies, most indoor material manufacturers. However, public construction has been the core of construction and engineering in Taiwan. Under the premise of economic development, public construction has resulted in irreversible disturbance and damage to the natural environment. Thus, reaching a balance point between construction and sustainable development of the earth becomes an urgent issue. This study analyzed the aspects concerning the application of green building material on public landscape construction, in hope to contribute to the sustainable development of the application of green building material.
This study used public landscape construction cases in Taiwan, and applied “construction cost computation method” for statistical analysis to obtain the usage percentage of green building material, verify the usage percentage for the future standard, and improve the division of usage in construction. The interview subjects included construction experts in industries, government, and academia, including government bureau workers, design and technical staffs, scholars, and construction material manufacturers in Taiwan. Questionnaire survey was conducted to understand the difficulty in green building material usage and find out improvement for those problems in order for manufacturers to enhance the R&D and ensure the quality of green building material, the government bureaus to formulate responding strategies, and scholars to promote and educate the application of green building material. Therefore, the green building material could be reasonably applied on public landscape construction, in order to promote sustainable use of resources, reduce environmental pollution, achieve human health, and protection of the earth.
