本研究以高雄港推動遊艇遊憩產業為研究主題,旨在探討其關鍵成功因素。研究首先彙整國內外相關文獻,建立包含「提升碼頭設施及環境」、「加強推廣行銷與教育」、「優化營運管理方向」及「調整遊艇成本與費用」等四大構面及 26 項評估準則為初步架構,並透過修正式德菲爾法進行前測問卷調查。修正式德菲爾法前測問卷研究對象涵蓋產業界、遊艇玩家、政府部門及學術界等 12 位專家,以蒐集兼具實務與專業觀點之意見。經平均數、四分位差、標準差及變異係數分析,其中7 項評估準則未達本研究設定之平均數之重要性門檻,且專家對於該等指標之評價趨於一致,普遍認為其重要性相對較低,故最終刪除 7 項評估準則,確立三大構面及 19 項評估準則,作為後續分析基礎。
正式研究階段進一步以層級分析法進行權重分析,研究對象亦涵蓋產業界、遊艇玩家、政府部門及學術界等 16 位專家,並透過 Microsoft Excel 建立成對比較矩陣,確認問卷結果具良好一致性。經整體權重分析結果顯示,在三大構面中,以「提升碼頭設施及環境」最為重要,其次為「優化營運管理方向」,再次為「加強推廣行銷與教育」。在評估準則方面,產業界專家學者認為以「政策與公共建設支持」最為重要,其後依序為「提供充足穩固靠泊空間」、「提供便捷設施」、「完善硬體管理維護機制」及「完備緊急應變計畫」,政府部門則同樣以「政策與公共建設支持」及「提供充足穩固靠泊空間」為首要兩項,其後依序為、「跨機關合作」、「訂定遊艇使用規則」及「完善硬體管理維護機制」,學術界專家則認為「訂定遊艇使用規則」最為重要,其後依序為「政策與公共建設支持」、「完備緊急應變計畫」、「導入智慧化管理」及「劃分航行路線」。
整體而言,雖不同群體在優先排序上存在差異,仍可歸納出明確之發展趨勢。產業界與政府部門之關注重點多集中於「提升碼頭設施及環境」構面,顯示其普遍認為完善之基礎設施與政策支持為產業發展之首要前提,學術界則較偏重「優化營運管理方向」構面,反映其強調制度設計與營運治理之重要性。
This study investigates the key success factors for promoting the yacht recreation industry in Kaohsiung Port. A preliminary framework consisting of four dimensions and 26 evaluation criteria was developed through a literature review. The Modified Delphi Method was applied to collect expert opinions from industry, government, academia, and yacht users. Based on statistical analysis, seven criteria were eliminated, resulting in a final framework comprising three dimensions and 19 evaluation criteria.
The Analytic Hierarchy Process (AHP) was subsequently employed to determine the relative importance of the evaluation criteria. The results indicate that enhancing marina facilities and the environment is the most important dimension, followed by optimizing operational management and strengthening marketing, promotion, and education. Among the evaluation criteria, policy and public infrastructure support was identified as the most critical factor, while other highly ranked factors include sufficient and secure berthing space, yacht operation regulations, inter-agency collaboration, comprehensive emergency response planning, and smart management.
Overall, the findings suggest that infrastructure development, supportive public policies, and effective operational management are essential for the sustainable development of the yacht recreation industry in Kaohsiung Port. The results provide practical implications for policymakers, port authorities, and marina operators in formulating development strategies and resource allocation, thereby enhancing the competitiveness and long-term sustainability of the yacht recreation industry.
