自1987年國際標準組織發佈ISO 9000系列－品質系統以來，世界各國因應全球性競爭引進與推行該系統，以其能提昇國內產業的競爭力。
在ISO 9000品質系統引進台灣前，部份的台灣企業已依其產品別通過CNS、JIS…等之產品驗證，在產品上標註其標記，以代表產品規格與品質要求已達到該產品驗證之認可。但以出口為導向的台灣企業，要確保在國際市場上的競爭力，推行ISO 9001品質管理系統是勢在必行的。
本研究由探討CNS、JIS、UL…等產品驗證及ISO 9001品質管理系統驗證時之其各項要求與驗證程序之異同。並藉由已通過JIS產品驗證的企業，在申請ISO 9001品質管理系統驗證時，是否能借由原已建立之品質系統加以改良與整合，避免企業在申請ISO 9001之驗證時還要再建立另一套品質管理系統，造成企業資源浪費，且造成管理不易。
經探討研究獲得以下結論：
(1) 正字標記、CAS標章、食品GMP標章所其認證與驗證體系均自成一格，缺乏與國際整合，及與國際接軌的可行性。
(2) 本論文探討的產品驗證其均有後續追查(稽核與監督方式)，可確保產品的驗證合格後的品質仍有一定水準。
(3) 由JIS Mark驗證到推行ISO 9001品質管理系統驗證時，可藉由原先的品質管理系統加以改良以符合ISO 9001之要求，不需重新建立新的品質管理系統。
希望藉著這份論文的研究結果，能提供產業界在驗證申請時適當的參考。

Since International Organization for Standardization (ISO) released the ISO 9000 series-quality system in 1987, every country around the world wishes to increase the domestic industry's competitiveness by carrying out the quality system. Before ISO 9000 series quality system is introduced into Taiwan, some of Taiwanese enterprises were already passed through Chinese Nation Standard (CNS) Mark and Japanese Industrial Standards (JIS) Mark certification in accordance with products and marked the sign on products to represent what the product's specification and quality is conformed by the national standard. Under the circumstance that Taiwanese enterprises are highly relied on the trend of export trading, they must carry out ISO 9001 series quality management system to maintain their competitiveness in international market.
This thesis hence studies the differences of verification procedures and requirements between CNS-, JIS- and Underwriters Laboratories (UL)-Mark product verifications and ISO 9001 series quality management system. The main purpose of this study is to understand if an enterprise can improve the system which has passed the JIS Mark verification and to pass ISO 9001 series verification without rebuilding new quality management system. This can prevent from wasting enterprise's resources and managing difficulties.
Using a T-company as an example in this thesis about the product certification and quality management system certification in Taiwan in comparison with such technology-leading countries in Japan and US, we can obtain three conclusions after the investigation as following:
1. The certification system of Certified Agricultural Standard(CAS) Mark and Good Manufacturing Practice (GMP) Mark (for Food) in Taiwan are formed in a unique style that lacks the possibility of international integration.
2. The product certification being studied must follow up some check and supervision process in order to maintain the quality standard after passing the verification.
3. We can improve the quality system which has passed the JIS Mark certification in conformation with the requirements of ISO 9001 series without rebuilding new quality management system.

Finally, It is anticipated that the results of the present study can be used as a reference for enterprise's application for future product verification.
