  • 隨著科技進步和全球自然災害頻發,頻譜需求日益增加,尤其在災害期間,頻譜擁擠問題更為嚴重。如何有效調配有限的頻譜資源,成為提升災防應變能力的關鍵挑戰。目前我國在頻譜應急管理、跨部門協作及災防法規方面仍顯不足,需加強相關機制建設。本文回顧美國與日本的應變機制,並依照通訊、組織、法規三個面向提出適合我國的改進建議,建立我國災防應變藍圖,以優化災害應對能力。
    在通訊方面,建議於災前完成資源盤點,包含:建立應急頻譜資料庫、設備相容資料庫及備援設備清單,並根據災防需求規劃備援頻段與切換機制。此外,應對接國際通訊標準,並定期進行跨機構協作演練,確保災後能迅速調用資源。應變期間,本研究建議參考美國的救災機制,透過全國呼叫頻道、臨時核配機制、頻譜優先使用權及動態調度提升救災效率。
    在組織管理方面,應借鑒美國ICS制度,強化災防體系內部分工,並建立標準化部門編組模式,確保應變運作的專業化與制度化。此外,亦建議增設災害分級啟動規則,強化中央與地方的協作。且應將數位發展部納入災防體系,與NCC協作提升通訊資源整合與調度。
    在法規方面,建議增訂災時臨時頻譜授權法源,簡化頻譜調度程序,避免行政程序造成的延誤。亦建議修訂《災害防救法》,明確災防主管機關職責,並增設應急通訊豁免條款,保障災後快速啟用通訊資源。
    綜合上述,本研究針對我國災防應變體系中的頻譜管理、組織協作與法規制度提出改進建議,旨在提升災害應對中的通訊穩定性與應變效率。借鑑國際經驗,建立了符合我國需求的災防應變藍圖,並從通訊、組織與法規三方面進行優化,期望提升災後恢復能力與資源配置效率。

    With advancements in technology and the increasing frequency of disasters, the demand for spectrum is rising, especially during disaster periods, where spectrum congestion becomes even more severe. Analysis shows that our country has shortcomings in spectrum management, inter-agency collaboration, and disaster prevention regulations, which urgently need improvement. This research draws from the response mechanisms of the United States and Japan and proposes specific recommendations to optimize disaster response capabilities.
    In terms of communications, it is recommended to conduct a resource inventory before a disaster, establish spectrum and equipment databases, and plan for backup frequency bands and switching mechanisms. The country should align with international standards and regularly conduct drills. During the response period, it is suggested to refer to the U.S. system to improve spectrum scheduling efficiency.
    Regarding organizational management, it is advised to adopt the U.S. Incident Command System (ICS) to standardize the division of responsibilities, strengthen collaboration between central and local governments, and enhance cooperation between the Ministry of Digital Development and the National Communications Commission (NCC).
    In terms of regulations, it is recommended to introduce temporary spectrum authorization provisions, simplify scheduling processes, and amend the Disaster Prevention and Relief Act to include emergency communication exemption clauses.
    The recommendations put forward in this study cover communications, organization, and regulations, aiming to enhance disaster prevention response capabilities and ensure public safety.
