金門地區設置海水淡化廠,進而補充既有湖(庫)水源供應不足與水質劣化等現況,藉此研究提供國內各離島設置海水淡化廠之可行性評估。
供水方案針對目前既有湖(庫)水質淨化改善方案、自大陸地區引水之原水處理方案,與興建海水淡化廠等方案,就相關利弊條件分析,在研究中尋求較適合離島地區長期發展的水源供給方式,經由金門地區的評估成果,提供國內各離島地區參考運用。
研究過程中,針對供水方案之水源穩定度、水質特性、能源供應、建造維護成本、供水能量、環境影響、風險評估及發展前景等八項議題綜合探討,並於未來供水系統階段性規劃與湖(庫)卸除供水任務後,在功能上賦予主要與次要的可行性規劃,提供後續研究之資料參考,並為海水淡化廠興建賦予更優質的供水機制。
經研究評估目前金門地區總供需水量,至2021年每日用水缺口仍有1.46萬噸/日,因此研究結論,三大方案選項以興建海水淡化廠,較適合補充湖(庫)目前的供水缺口,且依據未來海水淡化技術精進,仍可持續增加供水量,並建議興建廠址可規劃於金門本島塔山發電廠附近,以因應周邊地區未來發展需求。
The desalination plant is set up in the kinmen area to supplement the current situation of insufficient water supply and water quality degradation in the existing lakes (reservoir), so as to provide a feasibility assessment for the desalination plants in each of the islands.
The water supply plan is aimed at the current water purification improvement plan for lakes (reservoirs), the raw water treatment plan for water diversion from the mainland, and the construction of a desalination plant. The relevant advantages and disadvantages are analyzed, and the water source for long-term development in the outlying islands is sought in the study. The supply method provides reference applications in various outlying islands in the country through the assessment results of the kinmen area.
During the research process, eight topics such as water source stability, water quality characteristics, energy supply, construction and maintenance costs, water supply energy, environmental impact, risk assessment and development prospects were comprehensively discussed, and the future water supply system phased planning and lake After the (reservoir) stop water supply task, it will give priority to the main and secondary feasibility planning, provide reference for subsequent research, and provide a better water supply mechanism for the desalination plant.
According to the study, the total supply and demand of water in the Jinmen area is estimated. The daily water shortage will still be 14,600 tons/day by 2021. Therefore, the study concluded that the three major options are to build a desalination plant, which is more suitable to supplement the current water supply gap of the lake (reservoir). According to the future of seawater desalination technology, the water supply can be continuously increased. It is suggested that the site can be planned near the Tashan Power Plant in Kinmen Island to meet the future development needs of the surrounding areas.
