過去幾十年以來,路面輕軌系統已成為全球許多城市提升大眾運輸服務和城市永續發展的重要工具,而高雄市政府於2000年展開「臨港線發展為輕軌捷運」規劃工作,計畫將臨港線軌道打造成輕軌路廊串聯高雄市區,以提昇市民使用大眾運輸的習慣,並以台灣第一條路面輕軌的名號,串聯捷運路網,打造獨特的移動景點,創造運輸與觀光效益。
高雄輕軌全線於2024年初開通,成為台灣第一條環狀輕軌系統,在這25年間,高雄輕軌政策經歷了多次變遷,其中主要涉及高雄市政府、沿線居民與民間團體等多方利害關係人,各方對輕軌系統抱持著不同的觀點和期待。
在過往的路面輕軌研究中,較少關注其政策論述上的變化,因此,本研究以高雄輕軌作為研究標的,透過主題分析與批判論述分析探討不同時期的新聞媒體、官方政策、公聽會文件以分析高雄輕軌不同時期論述上的演變,揭露其背後的意識形態,研究結果可供未來推動路面輕軌建設計劃的溝通執行與營運參考。
Over the past few decades, street-level light rail systems have become a crucial tool for enhancing public transportation services and promoting urban sustainability in many cities worldwide. In 2000, the Kaohsiung City Government initiated the "Harbor Line Development into Light Rail Transit" project, aiming to transform the Harbor Line tracks into a light rail corridor connecting Kaohsiung’s urban area. The project sought to increase citizens’ use of public transportation and create a unique transportation landmark under the name of Taiwan’s first street-level light rail, integrating it with the metro network to generate both transportation and tourism benefits. The full operation of the Kaohsiung Light Rail was completed in early 2024, marking it as Taiwan’s first circular light rail system. Over the past 25 years, the Kaohsiung Light Rail policy has undergone several changes, involving multiple stakeholders, including the Kaohsiung City Government, local residents, and interest groups, each holding different views and expectations. Previous studies on street-level light rail have paid limited attention to changes in policy discourse. Therefore, this research takes the Kaohsiung Light Rail as its case study, using thematic analysis and critical discourse analysis to explore the evolution of discourses found in news media, official policies, and public hearing documents across different periods. By uncovering the underlying ideologies, the study aims to provide insights for future communication strategies and operational practices in the promotion and implementation of street-level light rail projects.
