國有土地是國家重要資源，然而由於政府對國有土地缺乏全盤性規劃與長遠性策略，導致資源浪費，限制土地之多功能性。近年來為提高土地使用效率，政府對於國有土地利用方式以多元化為導向，以不出售為原則，並成立國有土地清理活化督導小組進行國有土地之清理與活化作業。
在土地清理活化作業中，國軍老舊眷村土地之釋出是重要的一環，然而大量標售眷村土地，使民眾觀感不佳且造成不動產市場之價格波動，使得眷村改建工程一再延宕，造成國庫負擔，因此，如何在不出售國有土地之原則下，根據地區發展特性與各地不動產供需情況，選擇與比較找出最適合之開發利用方式成為重要課題。
公家機關在推行政策時應有一套程序，因此借由企業經營中之策略概念，探討經由策略結合目標及願景最終得出具體行動方針，並藉由策略地圖來落實。策略地圖由Kaplan and Norton創始，現在世界各地越來越多政府機構、醫療組織使用此二項策略評估工具來檢視。本研究欲以平衡計分卡與策略地圖之四大構面來分析國有土地清理活化與國軍老舊眷改土地釋出政策，檢視其政策策略之適宜性，具體之研究成果包括繪製國有土地清理活化作業與國軍老舊眷村土地釋出之策略地圖。

State -owned land is an important resource. However, due to the lack of a comprehensive government-owned land planning and long-term strategies , resulting in a waste of resources , limiting the versatility of the land . In recent years to improve the efficiency of land use, government-owned land use diversified oriented to the principle not to sell, and the establishment of state-owned land clearing activation and activation of the steering group to clean up operations of state-owned land.
Activation in land clearing operations, the military released the land of the old military community is an important part , but a lot of the military community land auction caused the public perception of the poor real estate market and causing prices to fluctuate, making alterations repeatedly pushed military dependents , resulting in tax revenues. Therefore, how not to sell state-owned land under the principle ,according to the development of real estate supply and demand characteristics of the region and the rest of the case , select and compare to find the most suitable way of development and utilization has become an important issue.
Public agencies in the implementation of the policy should have a program , so by the middle of the business strategy concepts discussed by policy objectives and vision for the ultimate combination of draw concrete action and strategy map to be implemented. Strategy map by the founders Kaplan and Norton, more and more government agencies, health care organizations using this binomial policy evaluation tool to view all over the world . In this study, trying to use the Balanced Scorecard and Strategy Map of four dimensions to analyze the state-owned land clearing old military dependents activation and release of land reform policy, strategic view of the suitability of its policies, specifically including the preparation of the research results of state-owned land clean-up operations and activation of old military dependents military land release strategy map.
