本研究旨在討論我國基層女性縣(市)議員出身背景與其參政困境之關係。自1987年解嚴後迄今，台灣雖然已經落實民選制度，且女性在參政狀況上已較以往有更大幅度的改善。然而，台灣基層女性參政在表面統計數據雖高，但是實質上可能不是真正代表「她」自己。若僅從男女議員參政比例的消長，作為論述台灣基層女性參政環境改善與其地位提升的主要論據，則無法發掘其實際上背後所代表的，仍是由男性主宰的集團與勢力。本研究透過對女性議員的深度訪談，提供一個有別於以往的觀察視野與分析角度，從演繹式的既有規範、制度與社會結構的研究，到討論其參政行為與動機的文獻，配合歸納法式的訪談文本分析，論述台灣基層女性參政之困境。本研究發現政治世家、黑金家族、地方派系出身的女性議員，其參政資歷與其問政主體性大致呈現負相關，直至其將家族政治資源之挹注與支配轉化為自身之政治資本時，其主體性始得實質的展現。自發型的女性議員，雖較無主體性受制約之問題，卻須面臨政黨提名可能被排擠的不確定性，以及自行開拓與耕耘選區的艱辛。

The study aims to investigate the correlation between background differences and the performance of political participation on councilwomen in Taiwan. The study explains types, practice and dilemma of political participation of Taiwanese councilwomen. After the Revocation of Martial Law in 1987, Taiwan has implemented the elected system for several years and the status of women in politics had been greatly improved. So far Taiwan has higher percentage of women political participation (29.69%) in Councilors in Asia; nevertheless, councilwomen's political participation statistical data on the surface are high, but they may not actually represent themselves in Council. In this research we find two main types, “familial” and “spontaneous”. The councilwomen of familial types are having family members as politicians or local factions behind the still male-dominated groups and forces. Their subjectivity and independency in early in the process of politic participation are less than councilwomen of spontaneous type. However, after they have transformed their familial political resources into their own political capital, their subjectivity and independency will gradually show up. Finally, this research find that councilwomen of spontaneous types have better subjectivity and independency, but they face the possibility of familial types’ exclusion in nomination of political party and need hard to open up new constituency.
