深圳高新區為中國大陸第三大高新產業園區,歷年其技術經濟指標位均列全國前茅。在取得如此巨大成就的同時,實際上深圳高新區在1999年成立虛擬大學以前並無擁有任何高校資源。與斯坦福、硅谷等通過高校促成高新區建設的典型高新區發展模式不同,深圳高新區主要是通過高新區發展帶動高校建設與創新資源凝聚。本文通過探討這種有別與世界上其他高新區發展的新“深圳模式”,發現雖然深圳高新區在高等院校、科研院所上並沒有優勢,卻在發展過程中形成了以市場為導向,以產業化為核心,以企業為主體,以政府為支撐,以大學、科研院所為依託的技術創新體系。
Shenzhen High-Tech Industrial Park is the third-largest science park in China. While achieving such great achievement, there were no HEIs in Shenzhen until ‘Virtual University’ program attracted remote HEI resources in 1999. In a word, hi-tech industrial park induced the materialization of HEIs in Shenzhen, which is different from the common model of good HEIs prior to science parks.
This article explores the new "Shenzhen model" and finds out that although Shenzhen has no advantage in the number of universities and research institutes at first, it has formed a special technology innovation system based on market-orientation, industrialization as the core, enterprise as the main body as well as university and scientific research institutes.
