  •   雲端運算是網際網路的新應用模式。本文首先研究政府建構雲端運算科技等需求型基礎公共建設對於經濟成長的影響。立基於內生成長模型,建構代表性的家計部門,負責商品的生產,也消費商品;政府負責雲端環境的建造,政府預算分別用於建設雲端硬體設施以及雲端軟體資訊,並以政府在雲端軟體的支出比例做為滲透率的替代指標,以滲透率作為雲端產業的發展程度指標,推導出不同滲透率之下的最適經濟成長率以及可以帶給整個社會的福利大小。接著將模型擴展,納入一般基礎建設等供給型基礎公共建設,討論不同的雲端滲透率之下的最適經濟成長率以及可以帶給整個社會的福利大小。此外,利用數值模擬的方式,帶入合適的參數值進入模型當中,擴展模型模擬結果發現雲端運算產業與一般產業存在競爭關係,經濟成長率會呈現先下降,之後再上升,最後再下降的演進。

    Cloud computing is a new type of application of Internet service. Based on endogenous growth theory, this research investigates the effects of investment in the demand-push industry on economic growth in a close economy. Government constructs a cloud computing environment, including the software part and hardware part. Households use cloud computing to get health information to be healthy. This research uses the ratio of government spending on software part to cloud computing as a proxy for penetration rate, and uses the penetration rate as a proxy for cloud computing development to discuss how the cloud computing construction influences the economic growth and social welfare. This research further extends the model to discuss the effects of government’s infrastructure investment on cloud computing on economic growth and social welfare. Calibration results find that there is a competition relationship between cloud computing and infrastructure. Economic growth soars down at the beginning, soars up, and soars down over the evolution.
