成功大學在98年之經濟部的「加強政府機關及學校節約能源措施」計畫中被評比為節能績效待改善之學術單位,為瞭解其節能績效不佳的原因,本研究針對成功大學各系所的用電狀況進行分析與比較,藉此找出改善用電績效的方法。本研究依據耗電強度基準值(Energy Usage Intensity, EUI)檢視成功大學各系所之耗能概況,發現各系所之耗電結構差異性甚大,系所性質迥異,無法僅由EUI基準值判別各系所之耗能效率。因此本文將成功大學各系所之其他耗能資訊含括至評比過程中,彌補僅以EUI基準值進行評比而造成資訊不足的缺失。
為使評比各系所用電績效的過程能夠納入其他耗電因子的訊息,本研究先以群集分析將研究性質迥異的系所依照用電型態進行區分,共區分為高、中、低耗能三群,並依照各群用電特性建立耗能迴歸模型,以迴歸方法分析該三群組中耗能因子與用電量的關係,同時將該系所所投入之耗能因子代入模型中,得到模擬耗能值。由建構模型的過程可知,此模擬值含有特定系所之主要耗電因子的資訊,因此可將此模擬值視為耗能基準值進行各系所用電績效之評比。
以本研究之耗能基準值進行用電績效評比,可發現低耗能群在98年度之實際用電高於耗能基準值的系所為歷史系、中文系、企管系、統計系、工設系、都計系、法律系、政經所、藝術所、護理系、測量系等;中耗能群在98年度之實際用電高於耗能基準值的系所為化學系、物理系、生物科技所、工科系、水利系;高耗能群在98年度之實際用電高於耗能基準值的系所為資訊系、電機系。但此基準值評比並不代表各系所實際耗電績效之優劣。
The Cheng Kung University was assessed as poor energy saving performance in the Ministry of Economic Affairs issues "government agencies and schools to strengthen energy conservation measures" in 2009, which rates the energy performance of the government agencies and schools based on the energy usage intensity (EUI) baseline. This study also reviewed the reasons of poor energy saving performance by analyzing and comparing the energy consumption of the University based on the energy efficiency indicator, EUI. However, evaluating energy efficiency of departments in Cheng Kung University based on EUI could not include all relevant factors. Therefore the aim of the study is to set up a new energy baseline to include as many factors as possible to minimize the impact of insufficient information from EUI evaluation.
To include other energy consumption factors in energy performance rating, this study has classified university departments into three groups as high, medium, and low energy consumption. Furthermore a regression model has been constructed based on the characteristics on each group to analyze the relationship between energy consumption factors and electricity consumption. Since the model included the characteristics of energy consumption factors for each individual department, the baseline energy value derived could be a better measure for the evaluation of energy performance. The result tells that 11 of 22 among low, 5 of 12 among medium, and 2 of 6 among high energy consumption departments has relatively poor energy performance, though this baseline could not represent whether good or poor the actual energy performance is.
