  • 2015 年台北市政府因應經濟部標準檢驗局即將於 2016 年修訂之 CNS 相關標準, 以維護兒童安全為由,大舉拆除磨石子溜滑梯,並規劃更換為低矮、僅適合低年齡層、 長相一致的塑膠遊具。此舉引發當地親子們的抗議,並於後續成立「臺灣還我特色公 園行動聯盟」組織,以公民參與的方式促成公園遊戲場的改造運動。
    本文以前述「臺灣還我特色公園行動聯盟」在台北市推動公園改造運動的事件為 研究個案,以「價值共創」理論視角切入,深入瞭解臺灣公園改造行動的發展歷程, 並探究這群爸爸媽媽如何透過共創機制的建立,監督並促使其他利害關係人參與價值 共創,最後打造出一個個結合當地社區特色,對於不同年齡層或不同行動能力者皆有 能好好玩的公園遊戲場,進而創造了更大的共享價值。
    本文研究在理論上完整建構了以非營利組織為首的價值共創過程,並呈現藉由價 值共創發揮集體影響力,進而提高共享價值;實務上則提供非營利組織或政府單位執 行組織業務時的參考借鏡,提供新的合作模式發展方向。

    In order to cope with CNS (National Standards of the Republic of China, CNS), was revised in 2016, and make playgrounds and parks secure for children, the Taipei government had removed terrazzo slides. The Taipei government had also planned to install shorter and similar plastic play structures that only suitable for preschool children. These actions caused protests and the organization of Taiwan Parks & Playgrounds for Children (TWPfC). Local people facilitated transformation movements of parks and playgrounds by civic engagement.
    This paper is based on the case of transformation movements launched by TWPfC in Taipei. From the perspective of Value Co-Creation theory, the researcher gains a deep understanding of the development path of the transformation movement for Taiwanese parks. This research also focuses on how these parents supervised stakeholders participating in value co-creation and how to build playgrounds combined with local community characteristics for all ages to increase shared value.
    Theoretically, this research completely constructs the value co-creation process headed by non-profit organizations. It also presents the collective impact via value co- creation; thus, shared value is increased. In practice, this research provides not only references for non-profit organizations and government agencies but also new cooperation modes and development directions.
