  • 臺灣的街道設計過去都以汽機車等私有運具為主要規劃對象,不過近年來「人本交通」與永續發展概念已被國際社會所重視,而臺灣也無置身事外,無論中央或地方政府皆大力推動自行車發展。然而臺灣的自行車使用特性目前仍以休閒旅遊為主,自行車通勤議題則不被大眾所重視。隨著我國中央政府在2050年淨零排放目標之逐漸確立,自行車不再只是觀光旅遊之工具,更是社區生活不可分割的一部分。本研究針對我國近年中央與地方政府之自行車政策進行文本資料蒐集,並選擇高雄地區作為自行車通勤環境研究對象,透過紮根理論將深度訪談內容以主軸編碼方式進行整理後,以多層次觀點探討我國自行車政策轉型情形,探討公部門在社會技術轉型政策中,發現公共自行車在自行車通勤環境中形成利基市場,不過受限於其他通勤政策不明確以及通勤文化尚未成熟所影響,導致自行車的轉型過程在體制面出現停滯。而現有公民參與機制無法完整表達自行車族群之民意,使自行車族群在以車為本的社會環境中,無法引起政府單位及社會大眾之重視,而讓自行車族群無發聲之機會。中央政府對自行車通勤定義模糊且相關政策缺乏連貫性與一致性,造成政策間之矛盾,而影響自行車無法啟動機會之窗並完成轉型過程。

    In this study, we collected the textual data on the bicycle policies of central and local governments in recent years, and selected the Kaohsiung area as the study region about bicycle commuting This study used the theoretical framework of Multi-Level Perspective (MLP), public engagement and policy mixes. After in-deep interview with stakeholders about bicycle commuting as local governance, city councilmen, bicycle commuting users, which used the grounded theory and the coding paradigm to generalize a conclusion from facts. From the bicycle commuting transformation, the study would explore that niche market based as public bicycle, and completed the bicycle commuting transformation by activating the window of opportunity. Finally, the study will propose three suggestions for the development of bicycle commuting.
