本研究試圖將設計人力資源之規劃，透過資訊處理需求機制，尋求一簡便有效的處理模型。首先選擇合適之解釋因子，再經由問卷取得客觀量化之需求程度，並將原始得點轉化為能提供績效的工作型態比重；最後利用選擇研究個案的方式，對個案進行中之設計時程、成本進行規劃分派，並與專案執行的實際數據進行比較，以達成提高效益值、加速專案規劃以及減低資源不必要之浪費。

　Through the information processing demand mechanism, This research attempts to design the planning of human resources and seeks for a simple, convenient and effective handling model. First of all, suitable explanation factor is selected in order to acquire the extent of objective needs by questionnaires. Then we transformed original points into different working mode which can offer performance. Finally, by means of case selection for studying, this study plans the distribution of the time span and cost of the design of the case being conduct, and then compares it with the data in the actual implementation of the special project so as to promote the effective value, accelerate the planning of project, and decrease the unnecessary waste of resources.
