隨著人口與經濟活動的持續增長,聯合國於2015年發布2030永續發展目標(SDGs),並預測至2030年,全球客運量與汽車數量將增長50%。為因應此趨勢,聯合國在SDGs提出,在2030年前提供所有人安全、負擔得起、便捷且永續的交通運輸系統,同時改善道路安全,並特別關注公共運輸的擴展,以滿足弱勢族群、婦女、兒童、身心障礙者及老年人的需求。
公車運輸作為公共運輸系統中最經濟且普及的方式,被視為成本效益最高和靈活性最高的公共運輸工具,僅需最少的投資即可開展新的路線和路網。傳統的公車路網設計往往依賴於設計者的經驗,缺乏一致性和可靠性,且大多數研究聚焦於技術層面,忽略了社會影響、外部成本及利害關係人的參與。
本研究以臺南市厝邊公車之利害關係人作為主要訪談對象,並採用協力治理與公民參與作為理論架構。透過半結構式深度訪談,了解「一起劃線,一起想」工作坊的背景與脈絡,探討公私部門與公民之間的互動機制。進一步利用主題分析法進行次類目與類目的整理,歸納公民參與模式對於公車路線設計的影響。
研究結果在Ansell和Gash所提出的協力治理框架基礎上,新增了六個關鍵發現。起始條件中的對事件的理解與官僚結構的限制;制度設計中的了解彼此角色與保持公正立場;協力過程認知共享中的公民權利認知,以及效益與成果中的確保利害關係人對成果的認同。
基於此,本研究建議公部門應明確界定工作坊的定位與應用時機,積極促進 利害關係人的參與,並將公民參與機制納入政策制定的主流。透過協力治理機制,可提升公共運輸政策的可行性與社會接受度,確保政策能更有效回應社會需求,並促進交通運輸系統的永續發展。
With the growing population and economic activities, the United Nations' 2030 Sustainable Development Goals (SDGs) project a 50% increase in global passenger travel and automobile numbers by 2030. To address this, the SDGs emphasize ensuring safe, affordable, and sustainable transportation, prioritizing public transit expansion for vulnerable groups.
Bus transit, as the most cost-effective and flexible public transportation mode, requires minimal investment to expand. However, traditional bus network design often lacks consistency and overlooks social impacts and stakeholder engagement.
This study examines stakeholders of the Tainan Community Bus, adopting collaborative governance and citizen participation as theoretical frameworks. Through semi-structured interviews and thematic analysis, it explores the "一起劃線,一起想" workshop’s role in shaping public-private-citizen interactions and its impact on bus route design.
Extending Ansell and Gash’s collaborative governance model, this study identifies six key findings, including bureaucratic constraints, role recognition, neutrality, citizen rights awareness, and stakeholder acceptance of outcomes.
This study recommends that public agencies clearly define workshops' roles and timing, actively engage stakeholders, and integrate citizen participation into policy-making. Strengthening collaborative governance can enhance the feasibility and public acceptance of transportation policies, contributing to sustainable urban mobility.
