本論文探討1879年至1974年間阿姆斯特丹商業協會(Handelsvereeniging Amsterdam, HVA)於東南亞與非洲的歷史發展、組織擴張及其社會經濟影響。HVA成立於1879年,最初為一家荷蘭商業企業,專注於荷屬東印度的農產品貿易,並逐漸發展成為當時全球最大的糖業生產企業之一。二十世紀中葉,HVA將其主要業務由殖民地爪哇遷移至衣索比亞。現有研究雖已分別深入探討印尼糖業發展及衣索比亞的工業化歷程,卻鮮少從跨國視角分析HVA的企業遷移,以及其在殖民與後殖民時期經營策略的延續性。本研究旨在填補此一學術缺口,主張HVA由殖民地爪哇遷移至主權獨立的衣索比亞,揭示了資本主義結構、勞動制度及技術實踐在正式去殖民化之後仍持續存在的延續性。換言之,去殖民化並非代表歷史的斷裂,而是一個促使跨國企業因應新政治環境、同時維持資本累積、勞動控制與技術管理等核心經營策略的調適過程。
本論文採用全球史與跨國史架構下的比較歷史研究方法,透過荷蘭、印尼及衣索比亞三國的大量檔案研究,蒐集公司文件、政府檔案及包括世界銀行在內之國際機構資料。同時,透過訪談HVA前員工的口述歷史,補充檔案資料的不足,並呈現勞工對企業運作的第一手觀點。研究方法結合財務報表、生產統計等量化資料,以及比較歷史分析與論述分析等質性方法,探討制度變遷、勞動制度、技術移轉與社會經濟發展之間的互動關係。
研究結果顯示,HVA在爪哇的成功深植於殖民政治經濟體制所提供的土地、勞動力及基礎建設等優勢條件。藉由技術創新、垂直整合及大規模種植園經營,公司大幅提升糖業生產效率,使爪哇成為全球重要的糖業生產中心。然而,此一經濟成就高度依賴剝削性的勞動制度,包括強制招募、種族化的勞動階層,以及限制原住民進入管理職位的制度安排。因此,殖民時期印尼的工業現代化,實際上與殖民資本主義的掠奪性發展密不可分。
日本占領、第二次世界大戰、印尼獨立及其後外資企業國有化,徹底改變了HVA的經營環境。面對殖民體系的瓦解,公司於1950年代將投資重心轉向積極推動工業化的衣索比亞。HVA建立大型糖業種植園,引進灌溉系統、機械化製糖技術及農業研究,不僅促進衣索比亞糖業現代化,也推動工業成長、進口替代及現代農工產業的發展。
然而,儘管營運於獨立的非洲國家,HVA仍延續其在殖民地爪哇形成的多項組織管理模式。勞動制度依然呈現低工資、不穩定就業及階層化管理等特徵,雖然已不再依賴法律上的強制勞動,但招募制度仍持續塑造勞工依賴並限制其流動性。同時,相較於殖民政府,衣索比亞政府對外資企業擁有更大的監督權力,要求企業投入基礎建設、技術培訓及最終移轉經營權。因此,HVA逐漸形成一種兼具國家監督與外國管理及技術專長的協商式發展模式。
印尼與衣索比亞的比較顯示,政治制度主要影響的是資本主義企業權力的表現形式,而非其存在本身。在印尼,HVA透過殖民制度行使企業權力;在衣索比亞,則調整為符合主權國家發展政策的經營模式,同時仍保有相當程度的企業自主性。研究亦指出,技術移轉深受政治與制度環境影響。在印尼,技術創新的主要目的在於提升資源開採效率,本地知識傳承極為有限;相較之下,HVA於衣索比亞投入更多技術教育及管理人才培育,提高本地人參與工業管理的程度。然而,關鍵技術及專業知識的控制權仍掌握於外國企業手中,顯示技術移轉即使以發展為目標,仍反映出不平等的權力關係。
此外,本研究指出,HVA的擴張亦帶來深遠的環境與社會影響。阿瓦什河谷的大規模灌溉及種植園開發改變了河川流向與土地利用型態,造成生物多樣性下降,並引發土地與水資源使用衝突,尤其對Jille與Karrayu等游牧社群造成顯著影響。這些案例凸顯大型農業現代化與工業發展背後所伴隨的環境成本與社會挑戰。
最後,本論文探討HVA在印尼與衣索比亞國有化後所留下的制度遺產。兩國皆將HVA原有資產納入國營企業體系,並持續影響各自糖業的發展,儘管仍面臨諸多結構性挑戰。這些制度遺產顯示,跨國企業不僅透過投資與技術促進後殖民時期的經濟發展,更透過其建立的制度架構,持續影響國家的產業發展方向。

This dissertation examines the historical development, organizational growth, and socio-economic impacts of the Handelsvereeniging Amsterdam (HVA) across Southeast Asia and Africa between 1879 and 1974. Founded in 1879 as a Dutch trading enterprise, HVA became one of the largest sugar producers in the Netherlands Indies before relocating its operations to Ethiopia in the mid-twentieth century. While the existing studies have extensively explored Indonesia’s sugar industry and Ethiopia’s development separately, there has been very little attention paid to HVA's transnational transition or to the continuity of its business strategies across colonial and postcolonial settings. This study addresses that gap by arguing that HVA's relocation from colonial Java to sovereign Ethiopia reveals enduring continuities in capitalist structures, labor regimes, and technological practices that persisted beyond formal decolonization. Rather than representing a decisive rupture, decolonization facilitated the adaptation of multinational enterprises to new political environments while preserving fundamental strategies of capital accumulation, labor control, and technological management.
The dissertation employs a comparative historical approach within the framework of global and transnational history. It is based on extensive archival research conducted in the Netherlands, Indonesia, and Ethiopia, drawing on company records, government archives, and documents from international institutions, including the World Bank. Oral history interviews with former HVA employees complement the archival evidence by filling gaps in the documentary record and providing workers' perspectives on corporate practices. The analysis combines quantitative evidence, including financial records and production statistics, with qualitative methods such as comparative historical analysis and discourse analysis to examine institutional change, labor systems, technological transfer, and socio-economic development.
The dissertation indicates that HVA's success in Java was deeply rooted in the colonial political economy, which provided privileged access to land, labor, and infrastructure. Through technological innovation, vertical integration, and large-scale plantation agriculture, the company contributed significantly to Java's emergence as a leading global sugar producer. Nonetheless, this growth largely depended on exploitative labor practices characterized by coercive recruitment and racialized hierarchies that excluded indigenous people from management roles. Therefore, in Java, industrial modernization was closely tied to the extractive nature of colonial capitalism.
The collapse of Dutch colonial authority during the Japanese occupation, the Second World War, Indonesian independence, and the subsequent nationalization of foreign enterprises fundamentally altered HVA's operating environment. In response, the company redirected its investments to Ethiopia during the 1950s, where the Ethiopian government actively promoted industrialization through foreign investment. HVA established large-scale sugar plantations supported by irrigation systems, mechanized processing, and agricultural research, contributing to Ethiopia's industrial growth, import substitution, and the expansion of modern agro-industrial production.
Despite operating within an independent African state, HVA reproduced many organizational practices that had characterized its colonial operations in Java. Labor remained highly stratified through low wages, insecure employment, and hierarchical management structures, although direct legal coercion was absent. Recruitment systems continued to create worker dependency while limiting labor mobility. At the same time, the Ethiopian state exercised greater authority over foreign investment than colonial administrations had, requiring infrastructure development, technical training, and eventual transfer of ownership. Consequently, HVA operated within a negotiated development partnership that combined state oversight with foreign managerial and technological expertise.
The comparison between Indonesia and Ethiopia demonstrates that the political environment significantly influenced the form, rather than the existence, of capitalist corporate power. Whereas HVA exercised authority through colonial institutions in Indonesia, it adapted to a sovereign national development framework in Ethiopia while maintaining considerable operational autonomy. The study further shows that technology transfer was shaped by political and institutional conditions. In Indonesia, technological innovation primarily served resource extraction with minimal knowledge transfer to local populations. In Ethiopia, HVA invested more substantially in technical education and managerial training, increasing local participation in industrial administration. Nevertheless, ownership of critical technologies and specialized expertise remained largely under foreign control, illustrating that technology transfer continued to reflect unequal power relations despite developmental objectives.
The dissertation also demonstrates that HVA's expansion produced significant environmental and social consequences. Large-scale irrigation and plantation development in the Awash Valley altered river systems, transformed land use, and contributed to biodiversity loss while generating conflicts over land and water with local pastoral communities, particularly the Jille and Karrayu. These findings highlight the environmental costs accompanying large-scale agricultural modernization and industrial development.
Finally, the dissertation examines the long-term institutional legacies of HVA following nationalization in Indonesia and Ethiopia. In both countries, former HVA assets became integrated into state-owned enterprises that continued to shape national sugar industries despite persistent structural challenges. These legacies demonstrate that multinational corporations influenced postcolonial development not only through investment and technology but also through the institutional structures they established.
By tracing HVA's history across two continents, this dissertation contributes to debates on decolonization, global capitalism, and multinational enterprise. It argues that decolonization should be understood less as a definitive break than as a process of institutional and economic reconfiguration in which multinational corporations adapted to changing political contexts while preserving core strategies of accumulation, labor management, and technological control. Through its comparative and transnational perspective, the study offers a more nuanced understanding of the interactions among corporate capital, state institutions, labor regimes, technological transfer, and environmental change, demonstrating the enduring influence of multinational corporations in shaping the transition from colonial to postcolonial economic systems.
