  • 歷年數據顯示,儘管道安政策與法規持續調整,行人傷亡人數仍未明顯下降,顯示安全問題仍值得關注。隨著步行人口增加,即使人行環境逐步改善,仍暴露出許多潛在問題。數更據顯示多數行人事故均發生於路口,雖設有人行專用號誌,但以傷亡程度而言其設置雖有助益,但在提升安全成效上仍有進步空間。而近年逐步通過《行人交通安全設施條例》等法規的通過,顯示未來將更廣泛推動行人專用號誌與人行道設施。
    過往研究指出行人違規與事故高度相關,違規穿越尤其風險顯著,而綠燈閃爍期間更具潛在危險。雖《道路交通標誌標線號誌設置規則》明定綠閃期間不得再進入道路,實際上多數行人仍在此時通行,反映大眾對法規認知不足與執法取締困境,導致社會對此行為整體風險意識偏低。
    故本研究運用計畫行為理論架構,針對我國行人進行結構式問卷調查,並經過信效度分析、各種統計檢定與分析方法後,確認影響綠閃穿越最顯著的構念為知覺行為控制構念、其次為態度,主觀規範構念則不顯著,各項構念中又以「趕時間的時候」與「與老人或小孩同行的時候」為影響知覺行為控制之顯著關鍵信念;「節省時間」與「比較危險」為影響態度之顯著關鍵信念。在情境偏好方面發現「尖峰時段」與「穿越距離短」為影響綠閃穿越之行為意圖顯著情境;個人特徵方面則發現性別、年齡與慣用交通工具均會顯著影響行為意圖,男性穿越意圖明顯比女性高、年紀越輕則越有穿越傾向、而慣用大眾運輸或非動力機械的群眾相對行為意圖比較低。
    最後依據本研究分析成果,分別歸納出幾項現況主要課題,並對應各課題分別提出改善建議,包含:建議改變綠閃燈號顏色,如改為橘燈、黃燈,甚至紅燈,以加強行人對「不得再進入」的認知;建議取消小綠人快跑動畫與倒數計時顯示器,以簡化警示訊息傳遞、提升風險感知;並應強化法規宣導,明確定義違規行為以提升社會規範效力。於環境方面可設置醒目警示牌,提醒安全穿越時機;對於高齡者與孩童等弱勢族群,可導入延長綠燈或全紅時相設計。針對群眾則建議針對高風險群體如青少年與中年男性進行分眾宣導,促進整體行人通行安全的提升。

    Pedestrian casualties in Taiwan have not significantly declined despite ongoing safety policy reforms, with most accidents occurring at intersections. Exclusive pedestrian signals reduce crash severity but remain limited in safety effectiveness. The flashing green phase poses particular risks, as many pedestrians still cross despite legal prohibitions, reflecting low risk perception and enforcement challenges.
    Using the Theory of Planned Behavior, this study surveyed pedestrians in Taiwan to identify factors influencing crossing intentions during the flashing green phase. Statistical analysis found perceived behavioral control to be the strongest predictor, followed by attitude, with subjective norm insignificant. Key beliefs included "being in a hurry" and "accompanying the elderly or children" (control), and "saving time" and "being more dangerous" (attitude). Peak hours and short crossing distances increased crossing intentions, while males, younger pedestrians, and motorized-transport users showed higher propensities.
    Recommendations include changing flashing green to amber/yellow/red, removing countdown timers and running-man animations, strengthening public education, clarifying legal definitions, adding conspicuous warnings, adjusting phases for vulnerable groups, and targeting high-risk populations. These measures can improve compliance, raise risk perception, and enhance intersection safety.
